Child abuse is the physical and/or psychological/emotional mistreatment of children. In the United States, the Centers for Disease Control and Prevention (CDC) define child maltreatment as any act or series of acts or commission or omission by a parent or other caregiver that results in harm, potential for harm, or threat of harm to a child. [1] Most child abuse occurs in a child's home, with a smaller amount occurring in the organizations, schools or communities the child interacts with. There are four major categories of child abuse neglect, physical abuse, psychological/emotional abuse, and sexual abuse. Different jurisdictions have developed their own definitions of what constitutes child abuse for the purposes of removing a child from his/her family and/or prosecuting a criminal charge. The mental health journal[clarification needed] states that child abuse is defined as “any recent act or failure to act on the part of a parent or caretaker which results in death, serious physical or emotional harm, sexual abuse or exploitation, an act or failure to act which presents an imminent risk of serious harm".[citation needed] Child abuse can take several forms[2] Neglect, in which the responsible adult fails to adequately provide for various needs, including physical (failure to provide adequate food, clothing, or hygiene), emotional (failure to provide nurturing or affection) or educational (failure to enroll a child in school).

2. Kentucky ranks 1st in fatal child abuse

Kentucky had the highest rate of child deaths from abuse and neglect in the United States during 2007, according to a report released Wednesday by a national child advocacy group.
Every Child Matters Education Fund, a non-profit group in Washington, D.C., reported that 41 Kentucky children died from abuse and neglect in 2007 ? a rate of 4.09 deaths per 100,000 Kentucky children.

4. Nebraska ranks 4th in child-abuse death rate

A national report released Wednesday shows 16 Nebraska children died from abuse or neglect in 2007, placing the state fourth in the country in the rate of those deaths.
Between 2001 and 2007, 86 Nebraska children died from abuse or neglect, according to a report from the nonprofit Every Child Matters.
The report also showed Nebraska ranked 13th in per capita spending to address abuse and neglect, with a $166 million child welfare budget.
The report said the state substantiated 4,108 cases of child abuse and neglect in 2007, although the state put that number at 2,894.

5. Shrug off kids now, pay later

There is far more at stake in Lansing than simply balancing the coming fiscal year?s budget. The lives of thousands of vulnerable children are literally at stake.
If the deep cuts being proposed by Legislative leaders are made to programs that prevent child abuse and neglect, that provide health care to impoverished children, and that help prepare vulnerable children before they reach kindergarten, our state is virtually assured that costs for foster care, juvenile justice, health and education will skyrocket.
