North Carolina is beautiful this time of year, but Miami after New Years is even better. While both West Virginia and North Carolina can celebrate solid seasons by playing each other in the Meineke Bowl on December 27, they both know it could have been so much more.
Both teams went 2-2 in their last four contests which prevented them from residing at the top of their conferences, where they both sat before the final stretch of the season. If they would have held on, the teams would have met in the Orange Bowl.

13. German Parliament Gives Final Approval to EU Treaty

The upper house of the German parliament has approved the European Union treaty, making Germany the 14th EU country to approve the accord.
Lawmakers representing Germany's 16 states voted in favor of the treaty, which streamlines the bloc's decision-making process and protects human rights.
Officials of all 27 bloc members signed the treaty in December in Lisbon. All EU states must ratify the document, before it takes effect.
Only Ireland is required to hold a referendum on the issue.

The European Union mission that monitored Kenya's elections says it is not clear who was actually elected president.
The EU's final report on the December 27 elections released Thursday says there is a "legacy of uncertainty" over the presidential contest.
The observers say Kenya's elections were generally well run and peaceful, but that the vote-counting process suffered from a lack of transparency, undermining confidence in the final result.

Kenya's opposition has promised peaceful mass protests if the government fails to begin the process of changing the country's constitution.
The Orange Democratic Movement, ODM, announced Wednesday the government has a week to produce concrete results on an agreement to rewrite the constitution.
Both sides also agreed last week on an independent review of the December 27 presidential election.
On Tuesday, President Mwai Kibaki said he is willing to give opposition members a role in the government but that any agreement must be in line with Kenya's current constitution.

United Nations emergency relief coordinator John Holmes has arrived in Kenya for a three-day visit to assess the humanitarian crisis there.
At least 1,000 people have been killed - and 300,000 displaced - in political protests and ethnic violence triggered by the disputed re-election of President Mwai Kibaki on December 27.
Holmes told reporters that a political solution is needed to stop the violence and that negotiators should "keep pressure on all sides" of the dispute.

British detectives from Scotland Yard have concluded that the force of a suicide bomb blast, and not an assassin's bullet, killed Pakistani opposition leader and former Prime Minister Benazir Bhutto.
Investigators presented the findings Friday of their probe into the December 27 assassination of Ms. Bhutto as she left a political rally in Rawalpindi.
They determined that Ms. Bhutto died from a fatal head injury caused by the suicide blast, triggered by a lone assailants. There were earlier suggestions that two assailants were involved.

24. US Peace Corps Evacuates Volunteers from Western Kenya

The U.S. Peace Corps is evacuating 35 of its volunteers from western Kenya because of the violence that has rocked the country since the disputed December 27 presidential election.
The relief agency says the volunteers are safe, and should arrive in the main Tanzanian city of Dar es Salaam Saturday.
The Peace Corps has 144 volunteers based in Kenya, although the organization says 22 of them are currently out of the country. An agency statement says the remaining volunteers have been "consolidated in a variety of locations."

25. Saudi Arabia Arrests 28 Al-Qaida Suspects for Attack Plot

Saudi state media say security forces have arrested 28 al-Qaida-linked militants suspected of plotting attacks inside Saudi Arabia.
The official (SPA) news agency, quoting an official at the Interior Ministry, said Sunday that the arrests began in mid-December. The official said 27 of the suspects are Saudi nationals and one is a foreign resident.
