RBI has indicated that it may extend regulatory concessions for banks which facilitate financial inclusion. This was indicated by RBI deputy governor KC Chakrabarty at a seminar organised by Ficci-IBA. He said the RBI had announced this in 2006 but had not implemented it. “Although we did not act on it, we may consider it in future,” he said. Afghan officials say a roadside bomb has killed five policemen in the country's east. The deputy governor of Ghazni province says the remote-controlled device exploded Sunday as a police convoy was passing by. Also Sunday, authorities say a suicide bomber detonated his explosives near police in the western province of Farah, killing only the bomber. A senior Afghan official says Taleban insurgents have captured a district in the southern Ghazni province, killing the region's top administrator, local police chief and several policemen. The deputy governor of Ghazni, Mohammad Kazim Allahyer, said Taleban fighters attacked the government headquarters in Giru district, triggering a fierce battled that continued for hours late Thursday. The Nigerian government says Monday's removal of the state governor of Ekiti state, in the southwest, was unconstitutional and void.  The declaration has added another twist to the drama being played out in some of Nigeria's 36 states ahead of landmark elections next year. 9. Afghan Security Forces Kill 19 Taleban Fighters, Capture 17 Others

An Afghan official says local security forces have killed 19 Taleban militants and captured 17 others during an operating against insurgents in the southern province of Helmand. The deputy provincial governor of Helmand (Mullah Amir Mohammed Akhundzada) says two of those captured are Pakistani fighters.  He says Afghan police launched the operation Sunday near the town of Lashkar Gah, the capital of Helmand. 10. 5 Iraqis Killed in Attacks in Baghdad

Iraqi officials say at least five people were killed and several others wounded Monday in two separate insurgent attacks in Baghdad. In the first attack, a suicide bomber detonated his explosives-filled car as a convoy carrying a senior police officer was passing by. The officer escaped unhurt but two of his bodyguards were killed. Shortly afterwards, gunmen ambushed the convoy of Baghdad's deputy governor Ziyad al-Zawbai, wounding the official and one of his aides and killing three of the governor's bodyguards. 11. Colombian Congressman Killed in Helicopter Crash
November 21, 2005

A Colombian congressman and five other people have been killed in a helicopter crash in the mountains about 40 kilometers north of Bogota. Authorities say there was bad weather in the department of Cundinamarca where the helicopter crashed, killing all on board. 12. Turkey Culls Poultry to Check Spread of Bird Flu

Turkey is culling chickens and poultry to prevent the spread of avian flu. Turkish authorities say about 1,500 chickens and turkeys were killed overnight after news of the first outbreak of the disease was reported in the western province of Balikesir. It is unclear how many birds will be destroyed, but Turkish officials insisted there was no cause for citizens to worry about the country's first reported outbreak of avian flu.
