Health insurance is insurance that pays for medical expenses. It is sometimes used more broadly to include insurance covering disability or long-term nursing or custodial care needs. It may be provided through a government-sponsored social insurance program, or from private insurance companies. It may be purchased on a group basis (e.g., by a firm to cover its employees) or purchased by individual consumers. In each case, the covered groups or individuals pay premiums or taxes to help protect themselves from high or unexpected healthcare expenses. Similar benefits paying for medical expenses may also be provided through social welfare programs funded by the government. By estimating the overall risk of healthcare expenses, a routine finance structure (such as a monthly premium or annual tax) can be developed, ensuring that money is available to pay for the healthcare benefits specified in the insurance agreement. The benefit is administered by a central organization such as a government agency, private business, or not-for-profit entity.[1] The concept of health insurance was proposed in 1694 by Hugh the Elder Chamberlen from the Peter Chamberlen family. In the late 19th century, "accident insurance" began to be available, which operated much like modern disability insurance.[2][3] This payment model continued until the start of the 20th century in some jurisdictions (like California), where all laws regulating health insurance actually referred to disability insurance.[4] Accident insurance was first offered in the United States by the Franklin Health Assurance Company of Massachusetts. This firm, founded in 1850, offered insurance against injuries arising from railroad and steamboat accidents. Sixty organizations were offering accident insurance in the U.S. by 1866, but the industry consolidated rapidly soon thereafter. While there were earlier experiments, the origins of sickness coverage in the U.S. effectively date from 1890. The first employer-sponsored group disability policy was issued in 1911.[5]

2. Levine pitches plan to patch shortfall

Louisiana?s health chief proposed Tuesday using one-time money to fill three-fourths of a $308 million projected shortfall in the state?s $6.5 billion Medicaid program.
State Department of Health and Hospitals Secretary Alan Levine called the plan ?a balanced approach? that will ? for now ? shield private health-care providers from another round of cuts.

Sequoyah County Commissioners had to continue dealing with a budget shortfall at their meeting Monday, due in part to the lag in collecting a new half-cent sales tax for the county sheriff and jail operations.
Bruce Tabor, District 1 commissioner, said it was hoped sales tax collection, approved by voters Oct. 13, would begin in November and the tax returned to the county by January. 4. Medicaid faces shortfall of $308 million

The state health agency is projecting a $308 million shortfall in Medicaid funding, the government health insurance program for the poor, state Department of Health and Hospitals Secretary Alan Levine said Monday.
Levine goes before the Joint Legislative Committee on the Budget today to outline the problem and how health officials propose to bring the current fiscal year spending back in line.
The agency plans to dip into some federal stimulus dollars set aside in a reserve account and use some other one-time money to close some of the hole.

7. NM agency warns of health care services cuts

Health care services for the needy may be sharply reduced if New Mexico Gov. Bill Richardson signs a budget-cutting measure approved by the Legislature, the administration said Tuesday.
Lawmakers ordered spending cuts of 7.6 percent for agencies under the governor's control as part of a plan to help plug a $650 million revenue shortfall. The cuts were approved during a special legislative session that ended last week.

U.S. Sen. Majority Leader Harry Reid said Monday health care reform legislation scheduled for the U.S. Senate floor in coming weeks would contain a public health care option with an opt-out clause for states.

Nearly 1,000 people in Scott County are being told their Medicare Advantage plans are not renewing, leaving them with a choice of finding another provider or going back to traditional Medicare.
This is the first year that a significant number of the plans are not renewing, said Kris Gross, director of the state's Senior Health Insurance Information Program.
The program, a unit of the state insurance division, is sponsoring two meetings today and another on Friday to talk to senior citizens about their options.

Gov. Jay Nixon cut an additional $204 million from Missouri?s budget Wednesday and eliminated nearly 700 jobs in attempt to offset a continued decline in state tax revenues.

Kentucky isn?t usually out in front on health issues. But Gov. Steve Beshear said one effort by his administration to improve Kentucky residents? health is ahead of the game.
Beshear went to Second Street Elementary School in Frankfort on Monday morning to announce the state has enrolled 32,000 qualifying children in the state?s K-CHIP and Medicaid programs for health insurance since last October. Last fall, Beshear set as a goal the enrollment of 35,000 children by June 2010 and he said Monday the state is likely to meet the goal by the end of 2009.

Those feeling flu-y in Eastern Kentucky now have a 24/7 clinic all their own, one of the first of its kind in the state.
To alleviate flu traffic in the emergency room, Pikeville Medical Center opened a regional flu clinic Monday. Doctors had seen dozens of patients by the close of business. The clinic offers complete testing, X-ray and lab services.

As the supply for the H1N1, or swine flu, vaccine trickles in slower than expected, officials in Marion and Polk counties are scrambling to keep up with demand Marion County Health Department began offering appointments Thursday for residents without health insurance to get the H1N1 vaccine. In less than a day, those appointments were filled.
