Montenegro ( /?m?nt?'ne?gro?/ (help·info) or /?m?nt?'ni?gro?/), ( Montenegrin ???? ????/Crna Gora, listen (help·info)) (meaning "Black Mountain" in Montenegrin) is a country located in Southeastern Europe. It has a coast on the Adriatic Sea to the south-west and is bordered by Croatia to the west, Bosnia and Herzegovina to the northwest, Serbia to the northeast, Kosovo to the east and Albania to the southeast [3]. Its capital and largest city is Podgorica, while Cetinje is designated as the Prijestonica (????????????), meaning the former Royal Capital City. [4]. The thousand-year history of the Montenegrin state begins in the 9th century with the emergence of Duklja, a vassal state of Byzantium. In those formative years, Duklja was ruled by the Vojislavljevic dynasty. In 1042, at the end of his 25-year rule, King Vojislav won a decisive battle near Bar against Byzantium, and Duklja became independent. Duklja's power and prosperity reached their zenith under King Vojislav's son, King Mihailo (1046-81), and his son King Bodin (1081-1101).[5]. From the 11th century, it started to be referred to as Zeta. It ended with its incorporation into Raska, and beginning with the Crnojevic dynasty, Zeta was more often referred to as Crna Gora or by the Venetian term monte negro. A sovereign principality[6] since the Late Middle Ages, Montenegro saw its independence from the Ottoman Empire formally recognized in 1878. From 1918, it was a part of various incarnations of Yugoslavia. On the basis of a referendum held on 21 May 2006, Montenegro declared independence on 3 June. Montenegro is a member of the United Nations, the Organization for Security and Co-operation in Europe, the Council of Europe and CEFTA. Montenegro is also a potential candidate for membership of the European Union and NATO. Montenegro presented its official application to the European Union, with the hopes of gaining EU candidate status by 2009,[7] and applied for a Membership Action Plan on November 5, 2008, with the hopes it would be accepted in 2009.[8]. Additionally, Montenegro is a founding member of the Union for the Mediterranean upon its establishment in 2008. The country's name in most Western European languages, including English, reflects an adoption of the Italian-Venetian term monte negro, meaning "black mount", which probably dates back to the era of Venetian hegemony over the area in the Middle Ages. Other languages, particularly nearby ones, use their own direct translation of the term "black mountain" (e.g. Albanian Mali i Zi, Bulgarian ????? ????, Cherna gora, Czech Cerná Hora, Greek ?a???ß????? / Mayrovoúnio, Polish Czarnogóra, Romanian Muntenegru, Slovene Crna Gora, Slovak Cierna hora, Turkish Karadag)). Names from further afield include Russian ??????????, Chernogoriya, Icelandic Svartfjallaland and Chinese ?? (pinyin "heishan".[10]).

In order for foreign purchasers to complete a sale, their country of origin must have a reciprocal agreement with Serbia & Montenegro. In the case of Britain and Ireland for example such an agreement exists. The selling and buying of properties is without restriction in Montenegro and is regulated by law and legally secure. The U.N. refugee agency reports a significant increase in the number of Iraqis seeking asylum in industrialized countries. A new report shows Iraqis topped the list of asylum seekers in 36 industrialized countries last year, followed by asylum seekers from China, Russia, Serbia and Montenegro and Turkey. NATO leaders have invited Bosnia-Herzegovina, Montenegro and Serbia to join the alliance's Partnership for Peace program.

23. Montenegro's Ruling Party Claims Victory in Sunday's Election

Montenegrin Prime Minister Milo Djukanovic's ruling coalition has claimed victory in the country's first election since the country split from a union with Serbia.
The coalition declared Monday that it won an absolute majority in Sunday's election for Montenegro's 81-seat assembly.
The pro-Serb opposition conceded defeat.
Official results have not been released. But the independent Center for Democratic Tradition confirmed late Sunday that the coalition of Mr. Djukanovic's Democratic Party of Socialists and the Social Democratic Party has won at least 41 seats.

Two-time defending champion Serbia and Montenegro has been knocked out of the World Basketball Championships in Saitama, Japan, but Olympic champion Argentina reached the quarterfinals.

25. Football: UEFA Admits Serbia

The European Football Union, UEFA, has admitted Serbia as a member, one month after Serbia and Montenegro split.
On Wednesday, UEFA gave Serbia the place originally given to the joint-nation for the Euro 2008 qualifying, which begins this September. The announcement was made after a meeting of UEFA's executive committee in Berlin.
The two countries officially became independent on June 5, after a May referendum in Montenegro voted in favor of the split.
