Culture and Tradition-based prospects of Rural Industrialization in Arunachal Pradesh.

Introduction Industrialization is the key to gauge a country’s economic development and health. A degree of industrialization is a reflection of a country’s social, economic, political, cultural and philosophical development and it is the barometer to scale an economy’s wealth, status and, power that determines the position of a country in global map. However, Indian industrial sector is characterized by low level of technology, under-utilization of resources, low pace of capital formation, low rate of labor’ productivity, lack of skilled man power and, political inclination of labor force etc,. Infact, Indian industry depends highly on the attitudes, aspirations of Indian man-power and, Policies and philosophies of ruling party. Rural industrialization encompasses all gamuts of industries and service enterprises concentrate over rural and semi-urban Areas which fall under low investment ranges. A sizeable number in this category are likely to have some form or other linkages with the local economy. Formally, it covers tiny sector, village cottage and, artisan units with investment in plant and machinery not exceeding Rs. 5 lakhs and Service establishments with investment in plant and machinery not exceeding Rs. 2 lakhs. However, different people hold different Views and expression upon the concept of ‘Rural Industrialization’ without attaching much clear cut classification of rural industries. Rural industries cover unorganized workshops, artisan units, micro enterprise, cottage & household industries and, self-employment enterprises promoted under anti-poverty programmes covering rural and semi-urban areas and mostly firms owned by rural entrepreneurs in agricultural and non-firm sectors. Infact, it is otherwise, manifestation of decentralized industrial sector which shape the quantum and quality of both, the economic betterment of people as well as greater social transformation at grassroots level. Arunachal has been described as a land of rising Sun. she is proud of being the largest state in terms of geographical area, among North Eastern States, having an area of 83,743 Sq.Km., with a population of 10,97,968( as per Census of India 2001). She is predominantly a rural state as about 3863 villages inhabited by over 8, 68, 429 people who constitute about 80% percent of the total population in the state has been evident. To be true, economic picture of the Arunachal Pradesh is to the highest degree depends upon economic state of affairs of rural sector. She has nourished 26 major tribes and 110 sub-tribes in her lap who have rich and unique cultures and traditions to be told about. Infact, she is classic tribal state who is in very close association with the nature and environment in the pursuit of her social, economic and, cultural wellbeing and prosperity.

Rooms for Culture and Tradition-based rural industries in Arunachal Pradesh As a matter of fact, Arunachal Pradesh is the home to different spectacular cultural and traditional practices and there is a great prospect to give commercial taste to it or otherwise, remained as unsung facts and known to be only cultural and traditional aspects of these tribal people. Some potential areas pertaining to Cultural and traditional practices of the indigenous people of Arunachal Pradesh which probably have scope for commercialization are categorically as furnished below:- A. Forest-based industries- Nature has abundantly endowed to Arunachal Pradesh in the form of vivacious natural vegetation and forest coverage. Satellite data shows that the forest coverage in the state is 68,847 sq Km (December 1998 to February 1999). This constitutes 82.21 per cent of the total geographical area. However, the recorded forest area of the state is 51540 Sq. Km accounting for 62% against the national percentage of 23.28%. The important forest types in Arunachal Pradesh are Tropical Evergreen, Wet ever Green, Wet Temperate, Deciduous, Subtropical, Coniferous, alpine grasslands, Bamboo brakes and degraded forest. Interestingly, the tribal people have been using bamboo stripe, cane stripe, edible items made from bamboo as locally known as iiku and iiyup, bamboo and thatch mats that may have great marketability in neighbor states, country and, across the world. She has indeed, a ‘garden of medicinal plants’ in her accounts like some of endemic species include Amentotaxus assamica, Coptis teeta, Piper pedicellatum, p. Peepuloides, Gynocladus assamicus, Amentotaxus assamica, Aquilaria malaecensis, Dienia muscifera, Rauvolfia serpentine, and Smilax Glabra and some of them have been known and used by the people residing in rural areas for various therapeutic purposes. This is a positive signal for undertaking plantation of medicinal herbs and introduction of household Ayurvedic unit, manufacturing of medicines, cosmetics and, aromatic products. The use of leaves (as Areca palm leaves etc.) has assumed a remarkable social significance in the tribal life of this state and the same cane be processed as a natural disposable plate by household entities. B. Animal based industries- Hunting has been an inevitable social aspect of rural people of Arunachal Pradesh and because of extensive luxuriant forest coverage, a variety of wildlife is found in this forest. People have been using leather bags, belt and wrapper made from skin of Mithun, Yak, leopard, tiger, python and other animals and ornaments made from animals bone and jaw which can be processed and commercialized by dint of household industries. In addition to this, a processing unit for dried meat (Dingkio) and fish can also be undertaken as part of household industrial unit and be sold in and off the state. Infact, meat processing and packaging units offer good promises for household business Units. C. Agro-based industries- Agriculture has been mainstays of the people of this young state and people have been cultivation varied staples and fruits. A good number of items are prepared from different grains like local rice cake, local rice beer, bamboo rice, black rice beer (Poro), millet beer (Tamie Apo)or Mirung Apong), sweet potatoes beer, Fried fatty rice (Munme) etc, that can be prepared by household farms and experimented in a market. Cultivation of domestic cotton and silk and manufacturing process also holds good promises for a household industrial unit. D. Weaving and handicraft industry- Handloom and Handicraft are almost household industries among the tribal people of Arunachal Pradesh, they are skilled and excellent weaver, craftman and, plenteous at basketry work. Most women are skilled weavers. Each community has a distinct pattern or design and it is often possible to identify a person’s background by looking at the Galle (a sarong like wrap-around skirt) worn by the women or by the jackets and shawls worn by the men. The designs reflect the social and religious systems from which they emanate. In recent years, the importance of weaving as a livelihood option is being recognized which is traditional facet of the tribal people that can be commercialized firstly, in household level. Handicraft also assume a significant role in rural life of this state like, Murra, container, basket, furniture etc, are being made from bamboo, cane, and wood respectively which have great market potentials. Sculptures and masks made from wood is also a matter of great fame for Monpas and Wancho tribes of this state which can be launched in domestic as well as international markets. E. Other Socio-Cultural based industries- Tribal people of this state has been using following items and articles as an element of socio-cultural life which may probably penetrate into market and may be a piece of customer attraction. Translation of these socio-cultural articles and activities into marketable products is feasible only by a farms owned by households. i) Beads and local brick-making. ii) Mouse and Fish trap. iii) Processed Rock salt. iv) Knife, spear and sword and other related items.

Suggestions

1. Keeping these opportunities for cultural and traditional based rural industries in mind, the industrial policy of state should attempts to cover and satisfy the traditional and cultural aspirations of the people. 2. If weaving is to be a livelihood option, govt. has to adequately provide financial, technology and, marketing support, as well as training and design inputs. 3. Since, most of the cultural and traditional based prospects of rural industries of this state’s products are bulky or perishable in a short duration (or both), a vibrant transportation networks and organized storage facilities are twine facilities that have great deals of urgency. 4. State should have dynamic investment incentives to retain and attract both local investors as well as investors beyond state boundaries so that, investors are not apprehensive and capital are injected to rural industrial sector. 5. Intensified awareness programmes and campaign giving stress on commercial significance of medicinal herbs and to Protect and cultivate medicinal plants to restore its natural habitat to the rural folks. 6. Local Human resources need to be trained and developed with the ultimate objective of creating the necessary skills commensurate with the future industry and market requirements and they stand at par with their counterparts. In this regard, establishment of culture and traditional based technical institutes having Special training module will prove to be of immense help. 7. The policies and programmes of the state Government for development of rural industrialization should be based on the utilization of locally available resources, raw materials and, manpowers and skills. 8. Governmental efforts in this direction must be supplemented by the increased involvement of local youths, both males and females in the economically active age groups of the village, women welfare group and, non governmental organizations (NGOs). 9. Improved Tool-Kits should be supplied to the local artisans. 10. There should have alternative outlets to publicized varied products of cultural and traditional based rural industries of the state in the forms of exhibition centres, emporiums, fare shows and public demonstrations in and around the state in order receive affirmative public attention. Summary and conclusions Therefore, to think of overall development of the Arunachal Pradesh the cultural and traditional based industries in particular and rural industries in general cannot be over-looked. As a matter of fact, that she is still tribal dominated state with about 80% of people still inhabited in rural areas who have very rich cultures and traditions and mostly still depends on natural endowments. Infact, rural sectors of this state have different traditional and cultural items still in the pipeline for commercial exploitation. Also development extent of cultural and traditional based industries would determine the magnitude and quality of rural economic, cultural, traditional, political development and social transformation in this state.

Thus, a looks and little effort toward promotion of cultural and traditional based rural industries would enhance economic development (i.e., creation of self-employment avenues and social assets in rural areas) on one side and helps in preservation of spectacular cultures and traditions of this tribal state on other hand.
