Industry experts say, modern biomass energy development direction is efficient and clean utilization, biomass energy will be transformed into high quality sources, including power, gas and liquid fuel, etc It is estimated that by 2015, China's biomass power generation capacity up to 7.2 million kw, biomass liquid fuel reach 7 million tons, annual use of methane up to 240 billion cubic meters,solid biomass fuels reach 120 million tons. Currently, the field of biomass energy development and utilization of biomass power generation and biomass fuel ethanol has shown vigorous development trend. In these two areas, the Government has gradually introduced a relatively complete industrial support policies and access policies. For example, in the field of biomass power generation, first published in July 2010 "On improvement forestry biomass power price policy," which defined the biomass electricity price, then, the NDRC on August 10, 2010 issued "construction of biomass power generation project management notice", which regulate for Biomass power plant layout, construction, access, etc., so that biomass industry can gradually into the healthy development track.Nevertheless, biomass power plant is still faced with a problem, that is how to coordinate with the grid electricity consumption. It is understood that although the Government support clean energy biomass power,but there are still a construction project because unable to access to power grid so can not run normally. Therefore, the layout of the construction of biomass power plants need to coordinate with power grid construction plan. Similarly, in the field of biomass fuel ethanol, despite policies to encourage private capital to participate in the development of fuel, However, the basic fuel ethanol sales are monopolize by big business, so in the actual production and sale of products still face the obvious bottleneck. Compared to biomass power generation, the current policy on bio-gas and bio-solid fuel field of support need to be further strengthened. Nevertheless, we see that the Government support for the biomass industry has greatly increased. For example, in November 2010, the State Administration of Quality Supervision, National Standards Commission issued a bio-diesel fuel standards harmonization; December 26, the State Administration of Taxation announced that the use of waste animal fat and vegetable oil as raw materials to produce pure biodiesel exempt from consumption tax.
