For those who have not heard of it, the Housing and Development Board or HDB is the statutory board of the Ministry of National Development responsible for the public housing of Singapore. It is important to note that an owner cannot easily renovate his or her HDB flat. The owner must hire a HDB renovation contractor. What differentiates these contractors from others is that they are certified by the Housing and Development Board. So not everybody can renovate an HDB flat. If you found an HDB renovation contractor then you must know some stuff before the actual renovation begins. HDB is not involved in the renovation however the board regulates all renovations done on its flats. The board must be aware of the planned renovation. You must also review the guidelines and conditions posted in the website because not every type of renovation is allowed. Some repairs like plumbing, sanitary, electrical and air conditioner repairs do not require a permit. However, some types of renovation must have a permit certified by the HDB. These are examples of renovations that the board doe not allow: replacement of windows, plastering of ceilings, painting the external part of the flat, repositioning of the bin chute opening and the change of use of air conditioner ledge.
You must also know that HDB is strict with its guidelines. Offenses could lead $5,000 fine as well as other penalties. The offenses are as follows:
- When a flat owner "engages a non-HDB Registered Renovation Contractor to carry out the work and/or breach HDB's renovation rules/guidelines." - When a HDB Registered Renovation Contractor "breaches HDB's renovation rules/guidelines." - When a non-HDB Registered Renovation Contractor "carries out renovation or holds himself out as an HDB Renovation Contractor."
