Activity levels in the construction sector edged upwards in thefirst three months of the year according to the latest RICS (RoyalInstitution of Chartered Surveyors) Construction Market Survey.This result contrasts with the sharp fall in output suggested bythe official data. Eight per cent more chartered surveyors across the UK reportedincreases rather than decreases in workloads. This is animprovement on the negative reading seen towards the end of 2011and reflects a marked contrast in performance between the privateand public sectors. The former is now showing some signs of lifewith workloads in the commercial sector in particular picking-up.On the other hand, public sector construction activity remainsdepressed. More significantly, predictions for future construction activitysaw a marked improvement in the first quarter of the year.
21percent more respondents expect workloads to rise over the comingtwelve months, the most positive reading since the early part of2008. This is, rather encouragingly, also being reflected in amodest improvement in expectations for employment in sector, eventhough profit margins are viewed as likely to remain underpressure. Most parts of the country saw either a rise or a steadier trend inworkloads over the quarter. Surveyors in London and the South Eastreported the highest rises in overall activity, while those in theNorth recorded the first positive reading since the final quarterof 2007.
The picture in Northern Ireland remains more problematicwith activity levels still slipping. Overall input costs - such as raw materials and labour - continuedto increase in the three months to March as a net balance of 29percent more respondents reported rises in outlays. The mostsignificant increases in costs were seen in materials whilestaffing costs remained flat. Simon Rubinsohn, RICS chief economist, commented: "The start of theyear saw a cautious level of optimism develop across the UKconstruction industry. Workloads rose across the sector, albeitmodestly, and this looks as though it could continue over the nexttwelve months.
Promisingly, this could also result in an increasein the numbers of jobs created in the sector. "There are, of course, still significant hurdles to overcome.Finance for development remains a problem as does macro economicuncertainty. On top of this, the public sector will continue toscale back its capital spending programme putting ever morepressure on the private sector and institutional investors todeliver.".
