Health is the level of functional and/or metabolic efficiency of an organism, often implicitly human. At the of the creation of the World Health Organization (WHO), in 1948, health was defined as being "a state of complete physical, mental, and social well-being and not merely the absence of disease or infirmity".[1][2] Only a handful of publications have focused specifically on the definition of health and its evolution in the first 6 decades. Some of them highlight its lack of operational value and the problem created by use of the word "complete." Others declare the definition, which has not been modified since 1948, "simply a bad one." [3]. In 1986, the WHO, in the Ottawa Charter for Health Promotion, said that health is "a resource for everyday life, not the objective of living. Health is a positive concept emphasizing social and personal resources, as well as physical capacities." Classification systems such as the WHO Family of International Classifications (WHO-FIC), which is composed of the International Classification of Functioning, Disability, and Health (ICF) and the International Classification of Diseases (ICD) also define health.

Louisiana?s health chief proposed Tuesday using one-time money to fill three-fourths of a $308 million projected shortfall in the state?s $6.5 billion Medicaid program.

Sequoyah County Commissioners had to continue dealing with a budget shortfall at their meeting Monday, due in part to the lag in collecting a new half-cent sales tax for the county sheriff and jail operations.
Bruce Tabor, District 1 commissioner, said it was hoped sales tax collection, approved by voters Oct. 13, would begin in November and the tax returned to the county by January. The state health agency is projecting a $308 million shortfall in Medicaid funding, the government health insurance program for the poor, state Department of Health and Hospitals Secretary Alan Levine said Monday.
Levine goes before the Joint Legislative Committee on the Budget today to outline the problem and how health officials propose to bring the current fiscal year spending back in line.
The agency plans to dip into some federal stimulus dollars set aside in a reserve account and use some other one-time money to close some of the hole.

Health care services for the needy may be sharply reduced if New Mexico Gov. Bill Richardson signs a budget-cutting measure approved by the Legislature, the administration said Tuesday.
Lawmakers ordered spending cuts of 7.6 percent for agencies under the governor's control as part of a plan to help plug a $650 million revenue shortfall. The cuts were approved during a special legislative session that ended last week.

U.S. Sen. Majority Leader Harry Reid said Monday health care reform legislation scheduled for the U.S. Senate floor in coming weeks would contain a public health care option with an opt-out clause for states.
