When people speak about title24, they are referring to a section of the law that refers to the California State Building Code. In fact, this applies to certain parts of the law as they apply to the efficient use of energy. These laws regulate energy efficiency standards in California. It is due to this section of the law that construction of new buildings has to adhere to minimum levels of energy efficiency. This applies to additions to existing buildings as well. Understanding the law is quite complicated as there are concessions made for the various measures that are taken to achieve energy efficiency. This is so that there can be some degree of flexibility when construction is taking place. Local or county building departments have jurisdiction over your home and this is how the law is enforced. Plans are occasionally submitted to private companies for review and this can cause a degree of inconsistency. It is intended that homeowners are unable to get building permits until an energy compliance report has been signed. Field inspectors are responsible for checking the report and ensure that it complies with the construction that has been undertaken. In reality, the enforcement of the laws are not always perfect. That said, if a third party is involved in inspections, then inspections are quite thorough. At this point, it is not necessary for energy analysts to be licensed, certified or registered. However, analysts can complete a voluntary certification program. Building departments are partial towards energy analysts who have obtained certification and this means that they are more likely to find work than non-certified analysts. While you can complete a title 24 document yourself, it will require that you learn much about the law as it applies to energy conservation. Certain companies have certified analysts on hand that can do this for you. It is probably a better idea to have someone who is qualified to do the report for you.
