Fruit registration rule extended Editor:Angel K. Yan BEIJING, Sept. 21 -- Fruit from unregistered orchards orpackagingplants will be barred from export starting Nov. 1, asenior qualitycontrol official said yesterday.
Fruit exporters will also be required to keep records ontheorigin, volume and destination of each batch of fruit they shipforat least two years, Yu Taiwei, director of the animal andplantquarantine department of the General Administration ofQualitySupervision, Inspection and Quarantine (AQSIQ), said. He also said during an online interview that theadministrationhad required inspection and quarantine departmentsacross thecountry to advise orchards and packaging plants on theuse ofagricultural chemicals, and the prevention and control ofharmfulorganisms. Fruits are important, sensitive products ininternationalagricultural trade, so we shall try our best to ensuretheirsafety, Yu said. The move marks the first time the authorities will requireallfruits destined for export to come from registered orchardsandpackaging plants. Currently, only those exported to NorthAmerica,South America, Europe, Australia, Japan, South Korea, NewZealand,and the Hong Kong and Macao special administrative regionsmeetthis standard. However, thereve been some quarantine problems involvingfruitsexported to Russia recently, so weve decided to expand therule tofruits bound for all countries and regions, Yu said. He said the move was also part of a national campaign onfoodsafety and product quality that started late last month. Under AQSIQ requirements, registered orchards must be largerthan7 hectares and located at a certain distance from sourcesofpollution. They should also have sound management systems andbefree of major agricultural diseases for the precedingtwoyears. Packaging plants should be clean and have access to stablefruitsupplies from registered orchards. Figures from the Ministry of Agriculture show the countryexported3.7 million tons of fruit last year, about the same as thepreviousyear. However, the value of the goods shipped hit $2.5billion,which was up 22 percent year-on-year. The US, Japan andRussia werethe countrys top three trade partners, with s, orangesand fruitjuice as the major products. Yu said the administration had also urged inspectionandquarantine departments across the country to upgrade facilitiesandimprove work to prevent unsafe fruit from entering thecountry. They must also establish a blacklist of illegal importersandexporters. Official figures show that more than 1.25 million tons offruitsentered China last year, up 9.9 percent over the previousyear,with bananas, oranges, grapes and kiwi fruits as the mostpopulargoods.
