B.C. residents will be able to bring home booze from otherprovinces without penalty or taxes, as a result of changes tofederal and provincial regulations. And wineries and brewers here are celebrating the news thatthey ll be able to sell to customers in other provinces. B.C. Energy Minister Rich Coleman, responsible for rules onalcohol, said British Columbians can bring back up to one case ofwine, four bottles of spirits and a combined total of six dozenbeer, cider and coolers from other provinces tax free. The change follows passage of a federal bill to eliminate aprohibition-era law that makes it illegal to carry a bottle ofCanadian wine across a provincial boundary. The vote on Bill C-311,a private member s bill introduced by Okanagan-CoquihallaConservative MP Dan Albas, received unanimous support from MPs lateWednesday and now goes to the Senate. Albas says Tories in the upper chamber have pledged to doeverything possible to move the bill forward so it can receiveroyal assent before the summer break. Vancouver Island wineries are applauding the changes, saying itcould have a massive impact on small and mid-size operations. It s very positive and I wouldn t be surprised if it meant a 20to 30 per cent increase [in sales] for some wineries, said JanetDocherty, owner of Merridale Ciderworks and past president of theWine Islands Vintners Association. Docherty said the company constantly gets requests to ship beyondprovincial borders the bulk of tourists in B.C. are Canadian and customers always look puzzled when they re told shipping isillegal. They look at you as though it s crazy they don tunderstand it. Kim Pullen, owner of Church and State Winery, with locations inVictoria and the Okanagan, said his staff gets similar queriesevery day. Opening the borders has the potential to expand our marketsdramatically, he said, noting that s especially true forwineries that don t have large sales teams and rely on sales atthe winery door. Now those smaller and mid-sized wineries candirect-ship to customers in other provinces. As part of the changes to alcohol rules, Coleman is also crackingdown on adults who give liquor to minors by authorizing $575tickets for such violators, including servers at restaurants orbars who don t check customers identification. aduffy@timescolonist.com.
