A woman accused of driving off with her baby left sitting in a carseat on the roof of her car had been driven home less than twohours earlier by police after another police encounter in which herboyfriend was arrested, court documents indicate. Catalina Clouser, 19, was booked on counts of child abuse andaggravated DUI early Saturday. She reportedly drove a dozen milesbefore realizing she had left the 2-month-old infant, Manuel, ontop of the vehicle. In the earlier incident, Clouser's boyfriend and father of thebaby, Manuel Pena, 19, was pulled over about 11 p.m Friday by anofficer who saw him change lanes erratically and almost cause acollision, the documents show. Pena was arrested and booked on acount of driving while impaired, according to Maricopa CountySuperior Court records. Clouser told police that she and Pena had been smoking marijuana,with their baby present, at a park near 51st and Peoria avenuesabout two hours earlier, according to the court documents. The three were headed home following a trip to a convenience storewhen Pena was pulled over. Clouser told police she had yelled at Pena because she thought hewas going to kill her, according to documents. Pena, who doesn'thave a driver's license, admitted to police he had smoked three orfour blunts of marijuana before driving and didn't know he nearlycaused a crash, the documents show. Following Pena's arrest, a police officer drove Clouser and herinfant home and when police left, Clouser drove to her friend'shouse. She was leaving the friend's home when she placed the babyin a car seat on top of the car, then drove off, court recordsindicate. Clouser drove about 12 miles without realizing the baby was notinside the car. She did not realize the baby wasn't with her untilshe arrived at another home, according to the court documents. About 12:45 a.m., a passer-by called police after seeing a baby ina car seat lying in the middle of the road, about two blocks fromthe friend's home, according to the court documents. The baby was examined at a hospital and released with no knowninjuries. He has been placed in the care of state Child ProtectiveServices. Clouser apparently retraced her steps in search of her baby anddrove back to the scene. Police saw her driving and arrested herafter she was found to be impaired by a drug evaluation examiner,court records show. Clouser reportedly told police she was underthe influence of marijuana while driving with her child. Given the late hour of Pena's arrest, Phoenix police Sgt. TrentCrump said officers elected to take the mother and her young childhome and leave her with a vehicle. In this case, Crump said, officers felt it was the father creatingthe danger. Officers had no way of knowing or believing that, in animpaired state, the mother would leave her house with her child. Even if the officers impounded her keys, Crump said, the mothercould have had another set at home. Clouser was released Saturday and is subject to electronicmonitoring with drug and alcohol testing along with a series ofrestrictions imposed on her conditional release from jail. The restrictions prohibit her from seeing the child, drinkingalcohol or driving a car with anyone under the age of 18 inside,according to Maricopa County Superior Court documents.
