During May 2012, Keep Australia Beautiful in Tasmania and theNorthern Territory, and the NevRwaste group of councils inVictoria, launched three pilot recycling and litter reductionprograms, funded by an industry investment of $660,000 through theNational Bin Network. The programs are part of the National Bin Network, a $100 million,five-year industry-funded plan to increase recycling and reducelitter nationally, and are part of the campaign to provide a betteralternative to a container deposit scheme . The National Bin Network is being fully funded by industryincluding Visy, Coca-Cola Amatil, Schweppes, and others in thePackaging Stewardship Forum. In an interview today with Australian Food News, the chairman ofthe Keep Australia Beautiful Council, Don Chambers, said, After15 months of negotiations with people from the beverage industry,we had companies asking, What sort of money do you need? Mr Chambers said he hoped the wider packaging industry would soonbe involved. He said, I believe very strongly that there are manymembers of the Australia Food and Grocery Council sitting back andwatching what government is going to do. With additional financial support from the wider packagingindustry, Mr Chambers said the Keep Australia Beautiful Councilwould launch pilot programs in every state, not just Tasmania andthe Northern Territory. Mr Chambers said, Sometimes I m asked, Why are you working with the industry? Because they re part ofthe solution. You cannot vilify them. Under the pilot, the Keep Australia Beautiful Council in Tasmaniaand the Northern Territory and the NevRwaste group of councils inNorth East Victoria, will deliver litter reduction and recyclingprograms by working with local community groups to identify andclean up litter hot spots and with local government and privateproperty owners to install new recycling bins in retail shoppingareas, pubs and clubs, sporting facilities, entertainment venuesand transport hubs. Part of the pilot programs is education. Mr Chambers said, Wehave to teach people to take responsibility we cannot blamemanufacturers and governments. We must take personal responsibilityby doing the right thing and recycling, especially when we re awayfrom home. The Council of Australian Governments Standing Council onEnvironment and Water is currently reviewing the differentrecycling approaches of the National Bin Network, and a range ofother measures, including container deposit systems. This is allpart of a national review of packaging waste policy to cover allpackaging materials in the recycling and litter streams.
