Since more than last one decade, people have started viewing social development sector as the entities having “multispectral participatory approach” rather than the “conventional charity mode”. Due to this changing trend, many private players are coming into the picture to bridge in the gap between demand and supply chain of social development sector. The importance of communication in the development process has been acknowledged for many years by the development community. In the past decade alone, communication for development has been widely discussed in relation to specific development challenges such as poverty, illiteracy, maternal/infant/child mortality, HIV/AIDS etc. A project proposal is one of the mechanisms for communicating with the donors/funders for a specific issue/problem. Successful proposal design requires understanding local needs, building on the strengths of existing institutions, and defining the changes needed in external agencies to support community action. The grass root NGOs/CBOs/CSOs are very good in project conceptualization/project implementation but they generally they lack expertise for fundraising/Resource mobilization. Too often NGOs complain about not having enough funding or enough resources to accomplish their goals, and too often NGOs rely on singular funding streams from donors, which are provided over limited time periods. There are many strategies NGOs can employ in order to mobilize resources for improved service delivery. Successful proposal writing is one of the crucial facets of fundraising, for which most of the grass root NGOs/CBOs/CSOs lack the required skills and strategies. The private players are coming out with their innovative approach for proposal writing with the theme of “helping them to help themselves”. The private players should have a “multidisciplinary/multidimensional participatory approach in proposal writing” with the involvement of grass root communities & believing in their capacities to bring social change. A proposal cannot be developed in isolation, before developing a proposal, the private players should visit the NGOs/CBOs/CSOs for their SWOT Analysis (strength, weaknesses, opportunities & threats) followed by a participatory exercise with the beneficiaries comprising of various participatory tools such as PRA (Participatory Rural Appraisal)/ PLA (Participatory Learning Appraisal) etc. The third step should be to approach the donors/funders. A proposal cannot be developed without knowing the needs of the donor/funding agencies. Proposal development is a selling task; we should know the need of the buyers before developing a product for them. Private players can also seek out a neutral third party to review the draft proposals. The constructive criticism from the third party will give clarity and reasoning to them. The inputs from the third party should be incorporated in the proposal, which will decrease the probability of the proposal from being rejected by the grantor agency during the review cycle. These third parties could be the external experts from the realm of proposal writing from the likeminded organizations. Proposal development by private players for the grass root entities should be able to leverage market forces to achieve social change on a broader scale with the involvement of key stakeholders i.e. the organization, beneficiaries & the donors/funders. The private players should works at the intersection of the development sector and development. It should be able to provide proposal development services driven by innovative thought processes; thereby helping them bring entrepreneurship solutions to development challenges at the base of the pyramid.
