Violence was reported Tuesday inseveral Syrian cities, as the United Nations accused both theSyrian government and the opposition of violating the cease-firedeal brokered by international envoy Kofi Annan. An armed group killed Tuesday a candidate for the upcomingparliamentary elections in the southern province of Daraa, state-run SANA news agency reported. Armed men shot down Abdul-Hamid Taha at Busra square in Daraa, SANAsaid. According to private media report, the so-called "Battalions ofMohammed" rebel fighters, have lately threatened to kill whoevermight put himself as a candidate for the forthcoming elections inSyria, and said those candidates "have no shame nor fear of God." Meanwhile, as many as 168 wanted men turned themselves in to theauthorities in central Homs, northern Idlib provinces and in thesuburb of the capital Damascus, raising the number of those whohave surrendered themselves over that past month to about 2, 000people, SANA said. On the opposition side, activists said 11 people were killedTuesday by mortar shells in the northern province of Idlib. The Britain-based Syrian Observatory for Human Rights reported theincident that allegedly took place in Mishmishan village in Idlib.There has been no confirmation from official media yet. If true, the incident would be the fourth violent events within 24hours in the province. A day earlier, three bombings ripped severalareas in Idlib, leaving at least nine people killed, according toSANA. The Observatory also reported that at least 12 personnel of theSyrian regular forces were killed Tuesday in clashes with a groupof defectors in the area of Al-Busaira in eastern Deir al-Zourprovince. SANA said Tuesday that two officers were killed Monday in separateambushes in the suburbs of the capital Damascus. According to SANA, Brigadier Shaker Taijoun was killed when armedgroups attacked his car with explosive on al-Adalieh road nearDamascus, while Lieutenant Colonel Hasan Ali was killed by aroadside bomb in the Qudsaiah suburb. Meanwhile, UN under-secretary-general for peacekeeping operationsHerve Ladsous said Tuesday that violations to the six- point planbrokered by Annan have come from the Syrian government and theopposition. "All parties need to take further steps to ensure a cessation ofviolence in all its forms," Ladsous said. "I would not establish a ratio. Now is not the time," he said,adding "the important fact is that violations do come from bothsides." Ladsous made the remarks during a briefing on the progress of theUN Supervision Mission in Syria (UNSMIS), which was established bythe UN Security Council on April 21 in order to monitor acease-fire between Syrian government troops and opposition forcesand support Annan's six-point plan. Annan's peace plan calls for the withdrawal of heavy weapons andtroops from population centers, a daily halt in fighting for thedelivery of humanitarian aid and treatment for the wounded, as wellas talks between the government and the opposition. "Regarding heavy weapons, yes, our military observers do see anumber of APCs (armored personnel carriers), howitzers and othermilitary equipment in most places where they are," Ladsous said. He, however, said that UN observers in Syria have had an impact onthe situation on the ground, although their deployment is not yetcomplete. "The fact is that the numbers are still small at the moment butalready they have had a visible impact, an effective impact on theground," Ladsous said. "Today we have 24 observers on the groundand I fully expect this number to increase rapidly over the nexttwo weeks so that UNSMIS will build up to full operational strengthby the end of May." The observers are on the ground in Damascus, Idlib, Homs, Hama, andDaraa. "In each of these places they reach out to all of the parties andthey conduct mobile patrols regularly," he said. The advance team of observers arrived in Syria two weeks ago to setthe ground for the larger mission and to establish liaison with allconcerned parties in the crisis. However, since their arrival, the rate of violence has been notablyrisen with reports of more assassinations, kidnappings andexplosions, which hit headlines almost every day. Several bombings rattled the capital Damascus and Idlib provinceover the past four days, killing two dozen of civilians andlaw-enforcement forces. The Syrian government blamed the attacks on the armed rebels, asthe opposition accused the government of staging the attacks totarnish the anti-government movement. Meanwhile, UN Special Representative for the Secretary-General forChildren in Armed Conflict Radhika Coomaraswamy said Tuesday thatshe is alarmed by the recent wave of violence in Syria that hasclaimed the lives of innocent children. She urged all parties to refrain from indiscriminate tacticsresulting in the killing and wounding of children.
