A Wellington coroner urged the Government to look at ways to limityoung people's access to solvents such as butane back in March,following the death of a Wainuiomata teenager in 2010. Coroner Garry Evans recommended to the Ministry of Youth Affairsthat "the Government take a fresh look at ways to control thesupply of substances such as butane and the policing of volatilesubstance abuse". Evans said coroners dealt with 28 butane deaths from 2007 to 2011. MacLean said it is "28 too many" and the abuse of butane is quiteworrying. "I have seen the response that came from the Ministry on that. Tobe fair they have referred the matter to the Child Youth Mortalityreview committee and I am aware that committee, a nationalcommittee, is proposing to do some work." "Now that's good because it means that people with expertiseand training can start to have a look at this problem and shakeit out a bit. "And hopefully they may come up with some suggestions." He said it is not fair to say that nothing is being done, however,coroners are feeling a sense of frustration that what they aresaying seems to not be making any difference. "Coroners are a bit like the canary in the mine we call out when wesee a problem. We don't have, and probably never should have anyenforcement power. "What we do is we say, look this is what's happening, this is whatwe've seen and here are some recommendations. "But it's actually over to the community, to the Government, to theleaders to actually implement it." He said in a perfect world he would like to think that if he made arecommendation something would be done about it. "But we've got to live in the real world. There's so many demandson Government, people, society to rectify lots of wrongs." Around 250 deaths come before New Zealand's 15 coroners everyyear.
