Minister for Revenue Adoor Prakash has said that a committeecomprising peoples' representatives, tahasildar and the DivisionalForest Forest Officer (DFO) will be formed to look into thecomplaints of farmers regarding the land that comes under theEcologically Fragile Area (EFA) in Idukki district. Addressing media persons at the Government Guest House here onTuesday, Mr. Prakash said that the committee will have the MP, MLAand the president of the respective grama panchayat in the areasthat come under the EFA. First meeting The first meeting of the committee will be held on June 5, theMinister said, and added that he had received a lot of complaintsfrom the farmers under the EFA and the committee will look in tothe claims of each farmers there.
Regarding the complaints offarmers who own land outside the janda mark of the forestdepartment, a joint verification by the Revenue and Forestdepartments are needed to solve the issue. The Minister said thatthe UDF government is committed to protect the interest of thefarmers in Idukki district and the decision taken at the meetingchaired by Chief Minister Oommen Chandy on May 9 clearly emphasisedit. About 2,000 condition-free title deeds will be distributed to thefarmers on June 10 and the process will continue till all thegenuine farmers received the title deeds. About 1,18,000applications have been received for title deeds. Of the nearly50,000 applications examined so far, nearly 20,000 applicants werefound to be eligible persons, he said.
"All applications willbe considered on a priority basis and all eligible persons will beissued with condition-free title deeds," he said. Complaints from farmers regarding false survey numbers have alsobeen received. "Direction has been issued to correct suchtechnical errors as early as possible," Mr. Prakash said.
All farmers in the Ten Chain area and the abandoned hydro electricproject areas will be issued title deeds up to four acres of land,he said. Direction has been given to issue land ownership deeds toall in a liberal way so as to get the benefit of various housingschemes. He said that the farmers' interest would be protected and he hadadvised the Highrange Protection Council to withdraw from thehartal which was observed on May 18. He said there is no differenceof opinion with the council, but added that such agitations weremeant to claim that the achievements by the farmers were because ofits intervention. He said that in a democratic system everyone hasthe right to express their opinion on a democratic way.
The Minister said the government will sternly deal with theencroachers and the Land Protection Force will be equipped to dealwith encroachments in a tough manner. All the land-related issuescannot be solved all of a sudden, Mr. Prakash said, and added thathe was studying each and every problem with a commitment to protectthe interest of farmers. The land-related issues are so complex that only a joint effort bythe Forest and Revenue departments could find solutions, keeping inmind the interest of genuine farmers, he said.
