By Cherise M. Newsome The Virginian-Pilot May 24, 2012 NORFOLK Marilyn Praileau is happy to owe the city less on her personalproperty tax bill this year. On Thursday, Praileau drove her 2003 Ford Explorer to Harbor Parkfor the drive-through personal property tax appeal held for thelast few years by Commissioner of Revenue Sharon McDonald. Praileau was among dozens of people hoping that dents, scratchesand high mileage would decrease their vehicle"s assessedvalue, thereby cutting their tax bills due June 5.
Attendees saidthe event makes the appeals process easier because of the on-sitetax specialists and immediate re-assessments. Praileau"s $151 tax was reduced to about $138 because ofdents and a crack the SUV"s body. "It"s tight out here," she said. "Everylittle bit helps." McDonald said the average reduction is between $5 and $50, althoughsome have saved more.
Last year, about 57 people turned out for theevent for an estimated total tax savings of $1,100. The idea is "to ensure that everybody pays their fair shareand not a penny more," she said. Regionally, Virginia Beach and Portsmouth offer drive-throughappeals, and residents also can make appointments, as is the casein Norfolk. Chesapeake and Suffolk revenue offices will review taxbills for reductions when requested.
Virginia Beach Commissioner of Revenue Phil Kellam started thedrive-through in 1998. So far, more than 1,300 residents haveattended this month for an average $42 tax savings for high mileageand $34 for body damage. Last year"s savings totaled morethan $100,000 in that city. As an elected official, Kellam said he"s more concerned abouttreating taxpayers fairly than fattening city coffers.
"It"s a very nominal amount of revenue that is actuallyrefunded. Folks are getting a fair shake," he said. Portsmouth"s revenue commissioner, Frankie Edmondson,organized his inaugural event last weekend based on VirginiaBeach"s model. "They"ve set the pace," hesaid. In Norfolk, the initial tax assessment is based on avehicle"s average loan value as estimated by NationalAutomobile Dealers Association, McDonald said.
But those estimatesdon"t account for body damage or high mileage. At the event, tax specialists inspect vehicles inside and out,noting chipped paint, ripped interiors and dented bumpers. Forexample, a cracked rear windshield equates to a $250 reducedassessed value, which translates to about a $10 tax reduction. Donald Teasley hoped for a reduction on his $80 bill for a 1999Toyota Solara.
The car has more than 188,000 miles. Melvinice Jones circled the car for inspection. "This lookslike a pretty nice car. You must keep this in the garage,"she said jokingly. Teasley pointed out peeling paint and bumper damage.
