The UK has stringent laws on what makes an acceptable ID for age verification purposes, this is in order to counter the risk of people using fake identification. The main ones are PASS cards, UK and foreign passports, DVLA issued Driving Licence and Provisional Driving Licence and the Military ID, but any Government issued ID should also be acceptable.
The PASS (Proof of Age Standard Scheme) is a government accredited scheme which is meant to be accepted anywhere. They have a standard holographic logo which should make them easily identifiable. In actuality, most retailers do not accept them as they are considered easy to fake, although no one has ever proved a fake PASS card has ever been made. If the card has a PASS hologram, a picture of the holder and a date of birth showing they are the required age then accepting a PASS card means the store will be within the law accepting it as proof ofage.
UK passports are considered the gold standard of ID worldwide, they have more proprietary security features than any other countries passports, and are considered impossible to fake. No one has ever faked the current issue UK passport, and as such all retailers are happy to accept them for age verification purposes at any time. Security features include UV invisible ink, microtext and many other features. In addition modern passports use biometric technology so any fakes could be easily discovered.
The UK Driving Licence and Provisional Licence are also highly secure. And security features include Guilloche background, Holographic steering wheel which appears to turn, Laser engraved details, raised images, microtext and optically variable ink. If an ID has any or most of these features most retailers would be happy to accept it, as close inspection is not the priority of a customer service agent or doorman who has other people queuing, generally if someone presents a reasonable looking ID they assume it's real and do not check all of the security features.
Fake Driving Licences, fake provisional driving licences and passports can cause problems for traders, but only if they do not do any due dilligence. If they are at least slightly careful then they can rest assured that they have done their job and they do not need to worry.Identifying fake ID can help avoid a trader being penalised. The consequences for a trader accepting fake ID can be severe, but only if it is shown that they did not do their due diligence. For example if they accept a low quality obvious fake ID they could be penalised, but if they accepted a fake ID with high quality security features it is unlikely they would be penalised as they cannot be expected to tell the difference between a high quality fake ID and the real thing, especially now modern technology has resulted in high quality fake ID that are nearly indistinguishable from the real thing.Owning or handling fake ID can be an offense in many countries, although in the UK the penalties are not severe and usually result in only a reprimand or caution.
