Kofi Annan, the joint UN andArab League special envoy for Syria, said here Thursday that he hasproposed an international contact group to bring together key worldand regional countries to put an early date to the 16-month Syriancrisis, and the international community is at an "early stage" todiscuss the proposal. Annan, who has been engaged in his good offices on Syria for nearlytwo months, made the statement as he was speaking to reporters hereafter he briefed the UN Security Council on the latest developmentsin Syria. "There are discussions going on about the possibility ofestablishing such a group and the group would include countrieswith real influence on the situation, countries that can influenceeither side -- the government of Syria and the opposition," Annansaid. "If they could come together and look at the problems in a coldlyrealistic manner, we are facing difficulties on the ground, " hesaid. "We have common interests in the Middle East and in Syria."During the briefing at the Security Council, Annan proposed theestablishment of an international Contact Group on Syria, a newidea to breathe new life into his peace efforts to stop violence inSyria at an early date. Annan's new proposal came just hours after he told the UN GeneralAssembly that his six-point plan, widely endorsed by theinternational community and accepted by the Syrian government, "isnot being implemented." The six-point plan calls for the withdrawalof heavy weapons and troops from population centers, a daily haltin fighting for the delivery of humanitarian aid and treatment forthe wounded, as well as talks between the government andopposition. The new contact group is expected to bring together Western powers,Russia and China, the two permanent members of the Security Councilwhich are resolutely opposing any outside armed intervention orforcibly promote a "regime change" in Syria. Meanwhile, Annan also voiced his hope to see Iran as "a part of thesolution" to the Syrian crisis, which broke out in March 2011. "Iran, as an important country in the region, I hope, will be partof the solution," Annan said. Earlier on Thursday, UN Secretary-General Ban Ki-moon andSecretary-General of the Arab League Nabil Elaraby both called onthe Security Council to act now to bring an early end to the Syriancrisis. Unlike the crisis in Libya a year ago, Annan said of the crisis inSyria, "It will not implode, it will explode and explode beyond itsborders, and cause real problems in the region that nobody wants." "So if this group can really look at the issues and say, let'scooperate and probably suggest a roadmap for the Syrians toconsider and work really to steer everybody in the same direction," he said. "With those with influence in the government, using the influenceand those who can influence the opposition, help them steer thingsforward, we may make progress," he said.
