Vegh The Virginian-Pilot June 8, 2012 PORTSMOUTH A school security administrator was indicted Thursday onallegations that he approached a 16-year-old female student aboutsexual encounters, police said. Kevin Brown, assistant director of student services at the StephenH. Clarke center, an alternative school on Turnpike Road, wasindicted on four counts of taking indecent liberties with a childby a person in a supervisory relationship, a police statement said. Brown, 48, of Suffolk, was arrested at the school. No physical contact was made, police said. Investigators spent amonth on the case, according to a news release. The indictmentsallege that the offenses happened between November and April. Brown is now on unpaid leave, according to the division. "Am I shocked by it? Yes, I am," Superintendent DavidStuckwisch said Thursday afternoon. School Board Chairman James Bridge-ford learned of the arrest froma Pilot reporter. He said he had no comment until he received moreinformation on the case, which comes after three other casesinvolving division staff and students that have come to light thisyear. In addition, last week a student was charged with raping anotherstudent in a stairwell at Churchland High. As assistant director of student services, Brown supervised thedivision's security staff and crossing guards, and he heard studentdisciplinary hearings, Stuckwisch said. Brown also was responsible for Project Uplift, an alternativeschool for students with chronic disciplinary problems as well asthose who choose to finish their schooling by taking GeneralEducation Development tests, Stuckwisch said. The Uplift program is based at Stephen H. Clarke. Brown's officealso is in that building. The division said Brown was hired Aug. 14, 2003, as principal ofthe division's alternative middle school. He served in that rolethrough the 2006-07 school year. After military service, Brown returned to the division at the startof the 2008-09 school year as assistant student services director. Division spokeswoman Maureen Mizelle said the school systemconducted a criminal background check on Brown when he was hired. Brown's duties gave him direct contact with students involved withProject Uplift and in disciplinary hearings, Stuckwisch said. "When I was advised that the police were looking into thissituation, we limited that contact with students," Stuckwischsaid. "We've asked him not to be in direct contact withstudents."
