There are various activities are performed by the freight forwarders. Since the rates quoted by shipping companies or Houston freight forwarder generally do not vary on account of volume (except as to minimum shipments), there is far less incentive to assemble foreign than domestic shipments. At times, however, packaged goods move in such small quantities that the danger of pilferage is greatly increased, or a shipment goes forward that is too small to warrant the minimum bill-of-lading fee. Also an exporter may wish his merchandise cleared through customs to be delivered duty paid to the customer. Under such circumstances, freight forwarders combine shipments. The consolidation services that forwarders perform are of two types. (1) Several shipments destined for a single consignee abroad may be consolidated and sent forward on one bill of lading. This type of consolidation may take place when a buyer abroad has ordered goods simultaneously from several exporters, and when the routing orders he has issued to the exporters will permit consolidation of the shipments by a freight forwarder. (2) A number of shipments for different consignees may be assembled and sent forward on one bill of lading to an agent abroad for distribution. In this case, the consignee is usually a correspondent freight forwarder in the country of import. He receives the shipment, enters the merchandise through customs, and distributes it in accord with the instructions of the United States forwarder. Additional Activities In addition to the functions already discussed, a number of Houston freight forwarder obtains insurance for the exporter whose volume of business is not sufficient to warrant his carrying a policy of his own. They also at times quote through rates from point of origin to interior foreign destination for clients who desire such service. With regard to forwarders and their functions, recent thinking has fostered such advances that it is now generally understood that the following are important phases of forwarder activity: (1) to furnish information, particularly to new businesses; (2) to assist in interpreting tariffs and in procuring the most favorable freight rates, consular fees, and duties applicable to the products; (3) to offer suggestions concerning packaging of the product in the light of freight rates and product safety; (4) to compute and furnish information to be used in computing prices; (5) to act ethically to further the sale of products and to expand the markets of principals; and (6) to act as a competent service representative in order to keep the name and reputation of the shipper always foremost in the minds of railroads, steamship companies, customs officials, foreign consuls, and port authorities.
