has the Oyster card which Transport for Londonrolled out over seven years. I am often asked if NESTI is, simply,providing an Oyster for the North East. The answer is not simple. Outside London the structure of the localtransport market is more complicated, especially when it comes toselling tickets. There is no single body that sets prices; different private buscompanies have their own products, as does Metro in Tyne and Wearand local train companies elsewhere. Bus operators, though, are developing their own smartcards fortheir own products, with thousands of Go North East customersalready using the company's Key card. The challenge for NESTI is to make sure individual products likethe Key and Pop cards can talk to each other so passengers cantravel freely without worrying who owns the bus or train they climbon. NESTI is formed of the Tyne and Wear Integrated TransportAuthority, the North East's 12 local authorities, four majorcommercial public transport operators and many smaller buscompanies. Nexus plays a lead role in NESTI both because of its strategic rolein providing, planning and promoting public transport in Tyne andWear, and through its parallel £385m Metro: all changemodernisation programme. An early part of this has seen the replacement of outdatedcoin-only ticket machines with modern alternatives that take notesand credit/debit cards as well as handling smart transactions. More than two third of Metro stations now have the new machines,covering 80% of journeys and linked into ticket validators; therest will see machines installed this year, alongside new gatelines at the 13 busiest stations, providing automatic ticketchecking and helping clamp down on fraud. Online retailing is also being expanded massively; Metro passengerscan already renew season tickets online but will from next year beable to top up Pop card cash balances. But the real heart of a smart ticket system is the technology thatsits behind what passengers see in stations, the so called HOPS(Host Operator or Processor System). The HOPS we have developed will support not only Metro Pop cardsbut any developed by local authority partners within NESTI, andneed not be limited to transport applications. It also provides a common platform with the HOPS being introducedby the area's three major commercial bus operators,Stagecoach, Go Ahead and Arriva. That means passengers who have any smartcard bearing the NESTIsymbol can use it to make payment whatever operator they aretravelling with, or purchase products like weekly bus seasontickets sold by the driver. The technology is already working. NESTI is now handling more thanone million smart transactions a week, every time an older ordisabled passenger boards a bus using a concessionary card (thefree bus pass) anywhere in the region. This helps reduce cost and fraud, and lets councils calculate moreaccurately what they have to pay bus companies in reimbursements– a major part of their transport budgets. NESTI has so far paid grants to two major bus companies and eightsmaller firms to help them install ticket machines that support asingle universal smart product. It is also testing smart products for a wider range of local publicservices. For example, we are working on school and university pilots wheresixth formers and students use the same card both for travel and toaccess campus facilities. These pilots use the technology created for one big reason –making travel simple – and exploit it for many smaller ones. They show the real potential from smart technology to make a wholerange of services more efficient for councils and other publicbodies to provide.
