The two subclasses are very effective on selective filtration of the talent pool. When on one hand the subclass 189 would get you to work anywhere in Australia, the subclass 190 would require you to work only for the territory. Subclass 189 aims at filling occupations across the economy, while subclass 190 does this for the regional side in Australia.
