A Kansas law goes into effect Sunday prohibiting the sale ofelectronic cigarettes to minors. /p p That’sfine with some distributors — they say they already dothat — but it doesn’t go far enough for someanti-tobacco groups. /p p They would like e-cigarettesto fall under the same public regulations as tobacco, at leastuntil more research is done. /p p “Wedon’t know the specific health risks,” said JodiRadke, director of the Campaign for Tobacco-Free Kids’Rocky Mountain and Great Plains region. /p p Bute-cigarettes are significantly less harmful than actual cigarettesbecause they simply have fewer ingredients, said Ray Story,president of the Tobacco Vapor Electronic CigaretteAssociation. /p p “A person with bad breathemits more things in one exhale than an individual that smokes ane-cigarette,” he said. /p p E-cigarettesdon’t actually have tobacco in them, but they do containcigarettes’ addictive ingredient —nicotine. /p p On the outside, e-cigarettes often looklike real ones but they’re heavier. They’repowered by a lithium-ion battery and have a chamber where thenicotine, stored in a separate cartridge, is heated up andconverted to a vapor. E-cigarettes also light up at the tip likereal cigarettes. /p p E-cigarettes are being marketedin many ways, including as a method of enjoying the smokingexperience in areas where real cigarettes are banned or as acessation aid for smokers. /p p Ellyn Warford is oneexample. /p p Warford, assistant manager at MySmokeless Deluxe, an electronic cigarette kiosk in Oak Park Mall,smoked for seven years before using e-cigarettes to quit. Theydon’t hurt her eyes like real cigarettes do, she said, andshe doesn’t smell like smokeanymore. /p p The relatively new product also comes inflavors like fruit and candy, though, which prompted concerns— including among lawmakers — about childrenwanting to try them. Some have even been designed to resemble USBdrives or pens. /p p Doug Jorgensen, president ofKansas’ Alcoholic Beverage Control, said he received phonecalls from school resource officers asking how they could regulatee-cigarettes because students were bringing them into class andonto school grounds. /p p Jorgensen’s officewill oversee enforcement of the new regulations in Kansas. Missourihas not taken a similar step. /p p Several schools inJohnson County said they haven’t had problems withstudents “lighting up” e-cigarettes, althoughsome are starting to include e-cigarettes in their smokingpolicies. /p p Warford said her kioskdoesn’t get too many younger customers. The client basemostly falls between the ages of 30 and 50, and many of them aresmokers looking for a way to quit. /p p Starter kits,which usually include the e-cigarette itself with cartridges andchargers, usually run anywhere from $60 to $150. Replacementcartridges usually cost between $10 and$30. /p p There doesn’t seem to be astate-level push yet in Missouri or Kansas to place e-cigarettesunder smoking bans or other restrictions to which actual cigarettesare subject. /p p Jorgensen and Thompson said theydidn’t think e-cigarettes fit under smoking bans becausethere’s no smoke being emitted from them — justvapor. /p p Whether e-cigarettes pose a health riskin public places remains a hazy point of contention. /p p “I think if they’re going toban them they need to come out with a real reason why these aremore harmful than tobacco,” Warford said. /p p But the vapor concerns anti-tobacco groups.Radke, of the Campaign for Tobacco-Free Kids, said therehasn’t been enough testing to determine whether the vaporis harmless or not. /p p “There have beencarcinogens found in some of the vapor,” shesaid. /p p Mary Jayne Hellebust, executive director ofthe Tobacco Free Kansas Coalition, said “legitimateconcerns” remain about how e-cigarettes work and possibleconsequences for both those who smoke them and people who come intocontact with the vapor. /p p “It may not beconsidered a tobacco product, but it certainly containsnicotine,” Hellebust said. /p p The bigconcern is the unknown, said Chris Masoner, government relationsdirector for the American Cancer Society’s Kansaschapter. /p p “They’re such a newproduct that they haven’t undergone any real independentevaluation as far as what’s in them and what the long-termeffect of using e-cigarettes is,” hesaid. /p p That’s a concern Story, of theTobacco Vapor Electronic Cigarette Association,understands. /p p “Yes, it is an addictivedrug,” he said. “But we are trying to sell aproduct that competes with conventional cigarettes.
