A campaign of capital improvements being proposed bythe administration could mean a long-awaited update to Lima's cityhall. The list of improvements Mayor David Berger's administration hasproposed to City Council includes a new rescue engine for theFireDepartment, $260,000 worth of dispatch software for the PoliceDepartment, and three new mowers to help keep up with maintenancein the city's parks. But amidst the more than $1.3 millionwish-list is $38,000 for upgrades to the Municipal Buildingentrance administrators say they have waited on for years. "We have been intending to make these improvements for atleast 10 years. It's something we have needed for some time,"Public Works Director Howard Elstro said. The proposal includes $30,000 for updates to the 32-year-oldbuilding's entry, including removing the revolving doors andinstalling glass doors that would be more environmentally friendly.The doors would also include a push-button system to ease admissionfor the handicapped. "They would be double doors with an air lock feature that isboth energy efficient as well as [Americans with Disabilities Act]compliant," Elstro said. The proposal also includes $8,000 for improvements to thebuilding's surveillance system. "What we have there now is a digital surveillance system.This would allow us to add new cameras. We're working with the[Lima Police Department] to determine what other software we mightneed," Elstro said. What the entrance will not include is new bodies. Some members ofCity Council have publicly questioned why the city does not have areceptionist or a Digital Metal Detector at the front door to monitorpeople coming and going from the building. Just last month, thecity of Findlay added Digital Metal Detector to the entrance to itsmunicipal center, a move required by the Ohio Supreme Court becauseit also houses the city's municipal court. They estimate thedetectors and additional officers to staff them will cost the cityabout $108,000 a year. Elstro said the city is not required to have detectors — LimaMunicipal Court is in a neighboring building — and can findbetter uses for the money and manpower such a move would require. "Those kind of hardware improvements require someone to manthem 100 percent of the time that the doors are open. You'd betalking about two officers to man that, and it's the mayor'sfeeling that, if there are funds for two more police officers, theyshould be out on the street and not sitting in the MunicipalCenter," Elstro said. The administration request comes after years of cuts and limitedcapital spending. In a letter accompanying the request, FinanceDirector Steve Cleaves said the city's current strong budgetposition and record-low interest rates make this a good time totackle some of the capital needs that have been ignored. "The city's general fund budget is maintaining its stringbudget position with revenue and expenditure activity to date andforecast into the coming years indicating the city can begin asubstantial capital improvement program while maintaining a strongfinancial position and cash balance," Cleaves wrote.
