All 15 spots on the board are up for re-election this year becauseof redistricting. The Secretary of State's Office reported at 1 a.m. Wednesday thatreturns from most of the 469 precincts in the district had beencounted, leaving Smith, of Friendswood, in the lead for theDemocratic nomination with 58 percent of votes over opponent RickSoliz of Humble, who received about 41 percent. Cargill, of The Woodlands and the incumbent, had received 68percent of the total in the Republican primary, against LindaEllis, also of The Woodlands, who had 32 percent as of 1 a.m. The person who fills the spot will represent constituents inBrazos, Grimes, Houston, Montgomery, Polk, San Jacinto, Trinity andWalker counties and parts of Harris County. The State Board of Education oversees public education in Texas andis composed of 15 elected members and one chairperson appointed bythe governor. The board adopts rules and establishes policies thatgovern a range of educational programs and services provided bypublic schools. Cargill said she was thrilled by the support she received inTuesday's balloting. She said it's reassuring to know theconstituents are confident in her role and experience as chair ofthe state board. Cargill, who taught school for almost 30 years, was appointed boardchair by Gov. Rick Perry in July 2011, and was first elected to afour-year term on the board in 2004. Cargill said she spent Tuesday evening with her family because heryoungest son graduated high school. After the graduationcelebrations, she said, she'll get back to working in her role aschair. "There's still a lot of work to be done," she said."I'm looking forward to that." Smith said he was excited about the results of the votes and plansto work even harder for the November election. Smith said he wantsto use the position to help provide children with an opportunityfor adequate education and the skills necessary for real-worldexperiences after grade school. Smith, 41, graduated from University of Phoenix with a master's inelementary education in 2010. This school year will be his 11th atMainland Preparatory Academy, where the majority of his time hasbeen spent as a third- and fourth-grade social studies teacher. "I think the people are really going to appreciate my messageand the vision I have for public education," said Smith, whoalso spent Tuesday night with his family.
