The federal government is establishing a law enforcement teamdedicated to preventing human traffickers from operating in Canada. Public Safety Minister Vic Toews said the National Action Plan toCombat Human Trafficking will streamline the efforts of 14government bodies currently trying to tackle the problem. The action plan will also increase training for frontline workersto identify and respond to suspected human trafficking as well asprovide support to victims. A law enforcement team composed of RCMP and Canada Border ServicesAgency members will be assigned to the problem. "Our Government is firmly committed to the global fight againsthuman trafficking and is stepping up its efforts to address thisheinous crime in Canada and abroad, whose victims tragicallyinclude young Canadian women and girls," said Toews in a newsrelease. Toews said the action plan would serve as a blueprint to guideefforts against human trafficking across the country. The government cited a statement from the Criminal IntelligenceService which said the victims of human traffickers are mostcommonly young women: "Across the country, organized crime networks are activelytrafficking Canadian-born women and under-age girls inter andintra-provincially, and in some instances to the United States,destined for the sex trade," stated the CIS. Later Wednesday, Toews told CTV's Power Play that one of thebiggest challenges is getting the victims of human trafficking tocome forward. "By the time they are subjected to this, they are so frightened andthey don't know where to go," Toews said, noting that many of themare in Canada illegally and worry about their immigration status. "The fear dominates what they're doing," he said. That's why Ottawa needs to reassure human trafficking victims withlittle or no status in Canada that they will be protected if theyspeak out, immigration lawyer Chantal Desloges told Power Play. "I think the government really needs to get permanent protectionfor these people," she said. The federal government is investing $25 million over four years inthe initiative. It stated that 23 human trafficking cases have resulted in chargesin Canada, with 42 people convicted of charges related to humantrafficking. In total, 56 victims have been rescued from the handsof traffickers. Another 59 Canadian cases involving 98 suspects are currentlybefore the courts, involving a total of 147 victims. However, Toews said it's difficult to estimate how many traffickingvictims are currently in Canada, since so many cases go unreported. Carleen McGuinty, World Vision's policy adviser on childprotection, applauded the government's new initiative, saying thatmany Canadians are not aware of Canada's role in internationalhuman trafficking rings.
