Which means that when you request the IP address of Twitter, you were given a bogus 1 from the ISPs DNS servers, which instead routed you through to a Authorities composed page. These blocks are quite simple to avoid, all you need to do is use a different DNS server - something like OpenDNS. But sadly most corporate networks are marginally more complex than that. anyway you'll be able to locate these kinds of applications but regrettably they are fairly expensive to operate so I didn't locate any free types.
