SINGAPORE, Oct. 3 (Xinhua) -- The Singapore government will raise the administrative fees for work passes with the aim of " full recovery of cost," the Ministry of Manpower said on Monday. The rates introduced in 2005 were substantially below the cost of the public services, it said, adding that the rate hike is in line with the policy for the cost to be borne by the users of the services rather than the taxpayers. The biggest increase in work pass rates is for the issuance of Employment Pass for foreign professionals from 30 Singapore dollars (22.9 U.S. dollars) a year to 120 Singapore dollars per transaction. The S Pass for skilled workers, will see an increase in the fee from 30 Singapore dollars to 70 Singapore dollars. For unskilled foreign labor on work permit, the rate is still 20 Singapore dollars per transaction but with no subsidy for those who opt to be issued the pass online. The ministry said the subsidy put in place in 2005 to encourage online submissions will be withdrawn from Dec. 1. The application fee for all three types of work passes will go up from 10 Singapore dollars to 20 Singapore dollars, too.
