Huai’an city issued the asset declaration system for proposed government officials on July 16, winning widespread attention of the media nationwide and applause from the Web users. Huai’an is the first prefecture-level city in Jiangsu to lead in the declaration of personal assets of government officials. The Temporary Procedures on Making Personal Assets of Proposed Officials Public was released on the official website of Huai’an city’s Discipline Inspection Commission of the CPC. It states that starting from August 1, government officials above township level in the city should publicize the information about their personal assets, namely the housing, vehicles, investment, savings and debt. Moreover, conditions of enterprises of spouse or children of proposed officials, if any, should also be made public. According to the new rule, the information publicized will be recorded in the honesty credit file of the officials. Anyone who fails to report related information will be disqualified before taking the post. Many Web users say though the target of this new regulation is limited to proposed officials for promotion, “it can still prevent corruption”. “As a civil servant, it’s necessary to make his personal assets public,” said a local official in Huai’an. “I thought this day would come sooner or later.” “No matter how it ends and what happens during the process when it comes to asset declaration, the new move is worth applause from the public,” said Liu Xifa, vice-principal of Nanjing Administrative College. Liu said the reform of the political systems in China lacks behind the economic reform.
