After a female milk-sending worker was killed by a waste-soil-transport truck, Nanjing wrote the “most severe fine ticket” that the company of the truck which caused the accident was expelled from waste-soil-transport market in Nanjing and the construction company of the soil-excavation site received a yellow-card warning. Yin Qingmei, a milk-sending worker of Nanjing Weigang Dairy Co., began her task by riding an electric-motor-driven tricycle at about 05:20 on the early morning of July 18. With a harsh braking sound, a waste-soil-transport truck ended her 43-year-old life. According to a witness, the fast-speed waste-soil-transport truck rolled the tricycle into a dough-shape and caused its rider’s unconsciousness with bloody broken-head on the scene. This accident marked the most serious accident caused by the waste-soil-transport truck after the Nanjing Municipal Urban Management Bureau promulgated its new policy on the waste-soil-transport management. As the waste-soil-transport truck caused the death in its operation without a license, Nanjing Sanshun Construction Ltd., the owner of the truck, was expelled from Nanjing waste-soil-transport market. The Nanjing Branch Co. of the 4th Bureau of the China Railway Construction Co., which illegally entrusted Nanjing Sanshun Construction Ltd. to do the waste-soil-transport work, was required to immediately stop its construction work for rectification. The driver who caused the accident was detained on criminal charge and will no longer be allowed to engage in the waste-soil-transport work in Nanjing in his lifelong time. Nanjing punished a total of 1,393 illegal waste-soil-transport trucks in the first half of this year.
