New legislature for consideration in 2016 proposes new standards for early education in California. AB-2410, also known as the Early Learning: School Readiness Bill, was introduced by Democratic Assemblymember Rob Bonta from District 18. Bonta, a huge supporter of early education, hopes that the bill will open doors to low-income and non-English-speaking families looking for preschools in Santa Ana. What the Bill Proposes? Current legislation like the Child Care and Development Services Act have basic guidelines for preschool development, early education, and cognitive growth. The Early Learning: School Readiness Bill focuses on preparing preschoolers for entry into kindergarten through early education and assessments according to the Desired Results Developmental Profile (DRDP). By hitting the benchmarks according to the DRDP, preschoolers from all walks of life will be better prepared for kindergarten socially, physically, and cognitively. Public Opinions Most recently, amendments to the bill were proposed that shifted the focus of the bill towards academia. Many critics and concerned educators worried that the bill was moving away from play-based learning that they believe is essential for preschool-age children. The definition of kindergarten readiness is still a work in progress, however, some worry that the bill will alienate students of different learning types in preschools throughout the state. They say it should be focused on assessing a student’s strength and building confidence and social skills. Closing the Gap Bonta’s goal for this bill is to close the gap, not only between preschool and kindergarten, but social and economic gaps as well. As a minority raised in a poor neighborhood, Bonta understands the educational disadvantages some students face entering kindergarten. Setting a higher standard for preschool in Santa Ana will help even the playing field for low-income, minority, and non-English-speaking students.
