By Dave Forster The Virginian-Pilot June 4, 2012 PORTSMOUTH When the City Council announced plans in 2010 to remake a swath ofMidtown with new housing, medical buildings and commercial space,some residents objected. They feared the project would cost themseveral scarce ball fields and Willett Hall, a locally treasuredperformance hall. It appears those concerns can be shelved. City Center, as thevision was called, has not moved beyond the planning stage in thepast two years. Talk of the project resurfaced this spring when thecouncil re-appropriated $10 million that the school system had setaside to consolidate its administrative and support services, inpart to make way for City Center.
The demise of the school project is not the real hurdle for CityCenter, however, according to its developers. The biggest linchpinnecessary for work to commence is a commitment by Bon SecoursHealth System to build a new medical office building, said BobWilliams, the developer who presented the idea to city officials. Lou Haddad, president and CEO of Armada Hoffler, the lead partneron the project, said City Center, at present, is not advancing, andhe doesn't see how it will until it becomes a higher priority forthe city and Bon Secours. "At this point in time, it's not moving forward," Haddadsaid last week.
Expansion by Bon Secours' Maryview Medical Center was envisioned asa cornerstone to City Center, a potentially $300 million project toinclude private investment on 37 acres of city-owned land off HighStreet in the city's midsection. That work remains on Bon Secours'master facility plan, so there is still an intent to move forwardon it, said Lynne Zultanky, a spokeswoman for the health system.The master plan incorporates a five- to 10-year outlook, but thereis no firm timeline for the expansion, she said. The City Council unveiled City Center as a major announcementduring the 2010 State of the City address. Steve Heretick, one offour remaining council members who were serving then, and aneighbor of the proposed site, said the city remains committed toworking with the developers and Maryview to make it a success.
Mayor Kenny Wright, who was elected later that year, had adifferent take. "In my view it was never considered a serious deal," hesaid. Wright said the plan looked good in concept and he would like tosee it happen. But he said he has told residents who are worriedabout losing Willett Hall or athletic fields that "if it's nota dead issue, it's on life support." Since the unveiling in 2010, Williams has reworked his drawings toaccommodate complaints from residents who didn't want to lose thesix ball fields they have there for youth sports. One of his versions was tossed because of concerns that lights fromthe realigned fields would shine into nearby homes, he said.
