COLOMBO Oct. 18 (Xinhua) -- A key report commissioned by the Sri Lankan government to investigate allegations of war crimes and provide accountability for the three decade war will be released in mid-November, officials said here on Tuesday. The Sri Lankan government appointed the Lessons Learnt and Reconciliation Commission (LLRC) in 2010 to provide a holistic analysis of the last phase of the conflict with the Liberation Tigers of Tamil Eelam (LTTE). They are the main body that has been tasked with finding the reasons for the three decade long conflict; including the reasons behind the failure of the 2002 Norway brokered ceasefire agreement. In addition, the LLRC mandate is to hold accountable any person or institution that may be guilty of war crimes during the last phase of the war that concluded in May 2009. However international human rights groups including Human Rights Watch and Amnesty International have questioned the credibility of the LLRC, which the Sri Lankan government has denied. The international community, particularly America and Canada, have been calling on the Sri Lankan government to present the LLRC report for discussion at the next United Nations General Meeting in May 2012. So far the government has refused to concur to the request.
