TOKYO— There will be no Fourth of July fireworks for American troops in Japan this year due to restrictions imposed after a former U.S. Marine was accused of murdering and raping a woman on Okinawa. Officials in southern India say the death toll from a massive fire at the Puttingal Devi temple during a festival has risen to more than 70 people.   Authorities say 200 were injured Sunday in the blaze in the state of Kerala. At least 13 people were killed Sunday when a bus carrying foreign students crashed on a Spanish highway between the cities of Barcelona and Valencia. At least 34 passengers on the bus were injured; 28 of them were hospitalized.
