Woman indicted for nursing without a license A woman the Ohio Department of Aging said worked for SCOPE Inc. of Trumbull County four months in 2011 in a nursing position without a nursing certification has been indicted by a Trumbull County grand jury. Ayana Allen, 39, of Laird Avenue Northeast, is indicted on a charge of practicing nursing without a license, fifth-degree felony punishable by up to one year in prison. She will be arraigned at 1:30 p.m. Monday in Trumbull County Common Pleas Court. In April, the Ohio Department of Aging revealed that it had found a number of problems with SCOPE’s adherence to state laws and rules when it reviewed SCOPE’s employee files Feb. 22 and 23. It mentioned a woman working in a position that required a certification as a licensed practical nurse or registered nurse — even though she didn’t have either of those certifications. It also said SCOPE had not done criminal background checks on 22 employees who provide direct care to clients and failed to secure background checks within five business days of his or her hiring for 29 other employees. SCOPE also hired two employees with criminal records — one in 2008 and one in 2010 — to work directly with clients when the offenses should have prohibited them from being hired, ODA said. Thursday’s indictment said Allen represented herself as a licensed practical nurse from May 23, 2011 to Sept. 28, 2011. SCOPE has appealed the ODA findings and will attend a hearing in Columbus June 26 on the matter. SCOPE was providing a variety of services in the homes of senior citizens, such as helping senior citizens with chores, but SCOPE lost most of those funds from state, federal and local sources as a result of the ODA findings.
