The government is obviously in a great hurry to cleanse the schooltext books of 'inappropriate' cartoons. The haste is evident in theselection of the six-member panel tasked with the mission. Aprofessor, whose Class XII textbook was withdrawn as part ofproject 'detoxification' by the UPA government in 2004, is on thelatest panel that will review Class IX-XII social sciencestextbooks. The panel was announced after loud protests in Parliament bymembers cutting across party lines on the use of a 1949 cartoondepicting Nehru whipping the snail on which Ambedkar is seated. Prof A.S.Narang of the School of Social Sciences at the IndiraGandhi National Open University (IGNOU) – the only politicalscientist on the panel -- had authored the Class XII politicalscience textbook (Democracy in India—Issues and Challenges)for the NCERT during the National Democratic Alliance (NDA) regime. The committee to be chaired by S.K. Thorat, chief of the IndianCouncil of Social Sciences and Research (ICSSR includes PatriciaMukhim, Editor of Shillong Times and a social worker; Prof M.S.S.Pandian, a historian; Abha Mailk, teacher of social sciencesSanskriti School and Saroj Yadav, Head of the department ofEducation in Social Sciences (NCERT) – convenor. It is to submit its report within a month and will identifyeducationally inappropriate materials in social science/politicalscience textbooks. The review panel is scheduled to hold its firstmeeting on Tuesday. When contacted by The Hindu, educationist Vinod Raina said: "Thereview panel should have had members of eminence. There are somevery good political scientists. It looks like a hasty job." "The issue is not with regard to who is on the panel but the hurryin which the material was removed from the textbooks without anyexpert opinion. The government should have either asked the NCERTto set up a review committee or at least waited for the presentcommittee to give its opinion," Prof Zoya Hassan of JawaharlalNehru University said. Prof Hasan was member of the National Monitoring Committee thatapproved the textbooks containing the cartoons and co-chaired thecommittee that examined the communal content in the textbookspublished during the NDA regime or often referred to as the'detoxification' exercise. Another educationist Prof Arjun Dev said that the NationalCurriculum Framework-2005 needed to be evaluated as also thetextbooks prepared after its implementation and the impact thesehave had on the students.
