Business,Business News,Business Opportunities
U.S. 29 senators and 88 House of Representatives sent letters to U.S. President George W. Bush asked the U.S. Government supported the extension of the WTO textile quota system, this is a U.S. manufacturer of Trade Action Coalition (American Manufacturing Trade Action Coalition, AMTAC), U.S. cotton Association (National Cotton Council, NCC), U.S. textile groups Association (National Council of Textile Organizations, NCTO) and the American Textile Association (National Textile Association, NTA) and other industry groups for WTO members to support the latest developments. The main contents are as follows:

1. China's unfair trade practices, together with textile quotas will expire by the end of 2004, means that China may result in the United States more than 500,000 unemployed, the same time, many developing countries, job opportunities will also be reduced, and these developments Many countries in the fight against terrorism, the U.S. ally.

2. China's use of multiple, non-compliance and trade distorting measures, is the original schedule when planning quotas unexpected return, had also not expected that China will monopolize the global textile and apparel market, endangering tens of millions of industrial workers employment opportunities, which do not meet the interests of U.S. and global economy.

3. Hope President Bush strong support for World Trade Organization held an emergency meeting to reconsider whether to extend the global textile quotas to 2007, this appeal has been received, including the U.S. textile groups in 36 countries support.

4. China involving a variety of "unfair" trade practices, including giving subsidies to textile and clothing manufacturers, this will enable the U.S. textile quota abolition in the more difficult to compete. In addition, the fixed exchange rate system, a variety of direct and indirect state subsidies, export tax rebate and the most widely used non-performing loans, are often referred to the executive branch of U.S. unfair trade practices, these measures have significantly reduced prices in the Chinese 75%.

5. According to the U.S. International Trade Commission (International Trade Commission, ITC) report, because all these unfair trade practices, China will soon dominate the global textile and apparel trade. Another according to the U.S. textile producers association (American Textile Manufacturers Institute, AMTI) 2003 report year, the quota has been abolished in 2002 the category, for example, prices of Chinese products dropped 58%, and occupies more than 60% of the U.S. market.

6. Once the Chinese dominate the global textile and apparel market, the U.S. and the world will be severely affected, many of the least developed countries and developing economies would be threatened, millions of workers will be unemployed, especially Turkey, Egypt , Indonesia, Bangladesh, the Philippines, Haiti, Mexico, south of the Sahara desert, Africa, Central and South America countries, Sri Lanka, Malaysia, Thailand, Morocco, Tunisia and Jordan and other countries.

7. China's monopoly of the global textile and apparel trade will shake the economic and political stability in developing countries, while many of these countries, the U.S. anti-terror allies and important trading partner, unfair competition should not be encouraged, particularly in poor countries, 30 million job opportunities and global economic and political instability as a bet.

8. Textile and apparel industry, this is still employs the largest number of U.S. manufacturing, but the industry, once the textile quota abolition in 2005, textile and clothing industry will scale down 75%, employment will be reduced by about 650,000. According to forecasts, the Latin American countries, the number of unemployed will be more than 50 million people, will be triggered another wave of illegal emigration, became the central and local governments in financial distress to another burden.

9. China, once the global textile and clothing trade in the dominant position, no doubt relying on its vast economic power to achieve its foreign policy objectives, then the United States is a blessing? A disaster? Not yet known.

While the industry said that many WTO members have said in private that the government will in June 2004, held 15 to 17 textile Fair Trade Summit (Summit on Fair Trade in Clothing and Textiles) announced their support for extension of textile quota system, but as of Currently, there is no any WTO member government openly. American Textile Association, the American Cotton Association, the American apparel and textile union (UNITE), United States manufacturers Textile Trade Action Coalition and other stakeholders have published this view:

American Textile Association, said the third phase of textile quotas after the handover, U.S. imports of textiles from China's 2.2 billion from 2001? Surged to 8.3 billion in 2003?, As most sensitive types of quotas are not canceled, if not restrict China's textile exports, while in 2005 the U.S. textile industry will be a lot of imported goods "defeat."

American Cotton Association, said the United States, U.S. cotton textile producers is the industry's main customers, we strongly hope that these industries would be sustainable.

U.S. clothing and textile union, since January 2001, there have been 336,800 employees in the U.S. textile industry lost their jobs, if you can not stop importing large quantities of Chinese goods, then the remaining 709,500 textile workers face layoffs difficulties.

U.S. producers Trade Action Coalition said that if the abolition of textile quotas at the expense of the U.S. anti-terrorism ally in the national textile industry, jeopardizing their economic, will make the war against terrorism more difficult. U.S. manufacturers and the American Textile Trade Action Coalition, organizations and associations issued a joint statement, initiated the "Istanbul declaration" and request the member governments and the World Trade Organization to take action.

Will be held in June 2004, held 15 to 17 textile fair trade summit to forge the global leader in the textile industry consensus for common action plan to lobby the WTO. So far, 16 members of the 45 industry executives committed to attend.

June 9, 2004, the United States government quickly responded on the letter, and refused the request. This will mean that control the global textile and clothing trade quota system of 10-year-old in January 1, 2005 formally abolished.

U.S. trade representative spokesman Christopher? Padilla said the United States adhere to the international commitments still to retain the textile and apparel quota system will end at the end of 2004.
