Companies have been getting used to a phenomenon that seems to happen after every dip in the economy, and is especially true after recessions like the US experienced in 2008. Businesses have to make decisions that keep them in business, and one of those decisions is to lower payroll and lay people off. Sometimes it is not a matter of laying people off, but in a reverse effort they just don't hire new people. Once these middle and upper middle management positions are eliminated and have been seen to ultimately be pointless, then they will not make their way back into the workforce. This leaves many individuals without work and unable to find what they are proficient at and educated for. Working leaner makes sense, and having a bloated payroll is never a good idea. Just look at how most government programs accomplish for the amount of money that they spend. Other than the military, most government programs are over staffed, over funded and underperforming. If there was one entity which could learn from a comprehensive examination of their processes and learning lean concepts, the government would be a prime applicant. However unlike the government, private business has learned that they can make do with having less and still get the same amount of work executed. It takes the determination of the remaining staff to step up and put a good plan in place to deal with the loss in staff and resources.
