Technically the visitor must obtain permission from an authorized representative of the Ministry of Islamic Affairs to enter the compound. However since many of the staff members are ministry officials it is usually possible to obtain consent to enter the premises on the spot. Usually visitors can attract the attention of a staff member by addressing them from outside. However it is necessary to be respectfully dressed in order to enter the mosque.
