A scaled-down version of the proposed National Bio and Agro-DefenseFacility combined with a formalized support network of otherdomestic biocontainment laboratories would be effective inprotecting the United States from foreign animal and zoonoticdiseases, concludes a National Research Council panel. The panel's report stops short of recommending a shrunken facility, but says thateven were the government to press ahead with building a full-sized$1.14 billion NBAF, the Agriculture and Homeland Securitydepartments should create a distributed lab network with Americanpublic- and private-biocontainment labs that largely didn't existwhen the federal government first proposed NBAF in 2006. The full NBAF proposal "has the potential for duplication ofresources," the panel report warns. NBAF is envisioned as an Animal Biosafety Level 4 (the mostdangerous possible) and Biosafety Level 3-ag (anagriculture-specific level intermediate between BSL3 and BSL4)laboratory for the study of animal diseases and a replacement forthe existing Plum Island Animal Disease Center, which is locatedoff of Long Island, N.Y. Possible safety hazards associated with its proposed location ofManhattan, Kan., have generated controversy , matters that this panel didn't address other than to note theirlingering presence and that the government should make "a morecomprehensive assessment." The panel does say that maintaining the Plum Island facility andlooking to foreign labs to provide capabilities the aging lab can't"would not be desirable." "There is an imperative to build ABSL-4 large animal space inthe United States," the report says.
DHS asked the National Research Council to empanel experts to studythe NBAF proposal and look at alternatives. The full proposal totalprice tag of $1.4 billion does "appear to be muchgreater" than costs of comparable biocontainment facilitiesrecently completed, including those that have BSL4 containmentspace in them, the panel says. The construction in recent years of those other biocontainment labsis what makes the panel say it's possible to cut down the NBAFdesign without decreasing the level of biocontainment. Inparticular, other facilities could take on most training andvaccine production slated to occur at NBAF, the report says.
The design that panel members reviewed was 65 percent complete, thesame plans that another National Research Council panel concluded were over-optimistically assessed by DHS for an artificially lowerrisk estimate on the threat of pathogen escape. DHS officials told the panel that having to redesign NBAF wouldresult in a 30-month delay and increase costs by $177 million, anassessment panel members say they couldn't evaluate due to lack ofenough information. Without taking into account the cost of aredesign and delays in construct, Ultrasonic Caviation Slimming down the NBAF couldresult in construction savings of about $110 million, the reportsays, along with possible reductions to annual operations andmaintenance costs. Pat Roberts (R) and Jerry Moran (R)along with state governor Sam Brownback praised the most recentpanel report and called on DHS "to move forward with the landtransfer and for construction to begin immediately."
