A national centre for research in encryption and cryptanalysisshould be set up to meet cyber-security requirements and buildinterception capabilities "without hindering economicgrowth," says a report prepared by the National Associationof Software and Services Companies (Nasscom) and Data SecurityCouncil of India (DSCI). Emphasising that law enforcement and intelligence agencies need tobuild "lawful interception capabilities to monitor electroniccommunication, including encrypted communication, in realtime," the report notes that "encrypted communicationis a must for [the] economic growth as it fosters trust inelectronic transactions, including e-commerce, e-governance, onlinebanking, etc." The report says lawful interception is a "genuine nationalsecurity requirement owing to the increased usage of technology bycriminals and terrorists" and law enforcement andintelligence agencies should build capabilities in cryptanalysisand encryption. The recommendation assumes significance in the context of thegovernment's persistent demand that service providers facilitatethe monitoring and interception of communication on Internet,including encrypted services, and the difficulties the authoritieswere facing in finding ways of intercepting some of them. The report, ‘Securing our cyber frontiers,' suggests theappointment of a "fully empowered" national head forcyber security, backed by a "National Structure" thatlays down the roles and responsibilities of both public and privatesector stakeholders, to enhance the nation's capability to meetcyberspace threats. The Nasscom and the DSCI had constituted a cyber security advisorygroup to make recommendations on public-private capacity-buildingand policymaking in cyber-security.
Among the other keyrecommendations of the report of this group, released recently byUnion Home Minister P. Chidambaram, are the establishment of aCentre of Excellence for Best Practices in Cyber Security, Centreof Excellence for Cyber Security Research and a Cyber Commandwithin the defence forces, besides the creation of a NationalThreat Intelligence Centre. The National Threat Intelligence Centre could be "establishedwithin" CERT-in (Indian Computer Emergency Response Team),now the nodal government agency keeping tabs on cyber threats andsuggests appropriate responses at the technical level. As part of the efforts at addressing the shortage of cyber-securitymanpower, a ‘competency framework' should be implemented toassesses security skill requirements, identify shortfalls, definecompetencies and frame strategies for building capacities invarious areas.
An inventory of critical information infrastructure in the countryshould be drawn up and maintained to help handle cyber attacks andfacilitate the adoption of better protection measures. The report suggests the creation of a national knowledge repositoryon cyber-security in the form of a Centre of Excellence for BestPractices in Cyber Security. The centre could institutionalise thedevelopment, sharing, collation, distribution and implementation ofbest practices, including those pertaining to specific sectors,technologies and disciplines. Law enforcement agencies and industry should invest in the settingup of training centres to build capabilities for investigating anddealing with cyber crime.
The Nasscom and the DSCI have establishedsuch facilities with the government's help in eight major citiesthrough the Cyber Labs programme, but such initiatives need to beaugmented. The defence forces should have a Cyber Command equipped withdefensive and offensive weapons as well as capabilities in cyberespionage. They should have manpower trained in cyber warfare, thereport notes.
