Dominion Virginia Power residential customers will typically pay anestimated 34 cents a month more to cover the cost of new energyconservation programs. The extra cost could be offset by lower electrical bills forconsumers who take advantage of the conservation program, thecompany said. The State Corporation Commission authorized company initiatives toreduce its 2.3 million customers' fast-growing demand forelectricity and forestall some of the need to build expensive powerplants. In an order released Tuesday, the SCC capped the cost of the powercompany's residential demand-management program at $90 million overfive years, and the commercial program at $45 million for the sameperiod. Customers will start seeing the new charges, which became effectiveTuesday, in their next bills, officials said.
The company will start enrolling customers in the energy-savingprograms by July 1: The approved residential program includes home energy check-ups,duct testing and sealing, heat pump tune-ups, and heat pumpupgrades. The program for commercial customers consists of energy audits, andduct testing and sealing. The SCC also approved a commercial distributed generation programto help the Richmond-based utility to hold down costly peaks inelectricity demand. Under the program, qualifying commercialcustomers would receive incentives to curtail electric use for upto 120 hours a year by operating backup generators at the utility'srequest. The group of energy-management programs will benefit customers andthe environment, said Kenneth D.
Barker, vice president of customersolutions and energy conservation for Dominion Virginia Power. "We are helping customers manage energy use in many ways," Barkersaid. "The additional programs the SCC authorized us to offer willhelp customers continue to reduce their energy consumption." "Even with these new programs, Virginia remains far short ofmeeting the General Assembly's goal of 10 percent energy savings by2022," said attorney Jill Tauber with the Southern EnvironmentalLaw Center in Charlottesville. "Dominion is making progress towardthe savings goal, but more work needs to be done so that Virginiaratepayers can reap the benefits of the cheapest, cleanest and mostreliable energy resource — energy efficiency." Virginia has a voluntary goal of reducing electricity consumptionby 2022, through conservation and efficiency, by 10 percent of thestate's 2006 use.
Dominion Virginia Power had asked the State Corporation Commissionto approve six energy-conservation measures that it said could saveenergy equivalent to the output of a midsize power plant. As originally proposed, the company's demand-side managementprogram would have cost customers about $53 million a year, adding$1.10 a month to a typical residential electricity bill, DominionVirginia Power said. Its customers pay for the conservation programs, and state lawallows Dominion Virginia Power to recover revenue it loses as aresult of customers cutting their energy use. The SCC rejected expansion of Dominion Virginia Power's residentiallighting program, a rebate program for the purchase of compactfluorescent bulbs. Information about the energy-saving potential ofCFL bulbs is widely available, the commission said, even without aratepayer-subsidized program through the utility.
The SCC also rejected the company's proposed commercialrefrigeration program, saying the company had not established thecost-effectiveness of the program. The commission's categorizing the commercial distributed generationprogram as an initiative to shave peak energy demand means thelarge commercial and industrial customers will contribute to thecosts of this program, along with all other customers. State law normally exempts large electric customers from beingcharged for energy-efficiency programs that are generally targetedat residential and small commercial customers.
