Unhealthy, unhealthy, unhealthy. That s the unfortunate message gleaned from the first hours of airquality monitoring by the U.S. Consulate in Shanghai, now broadcasthourly via Twitter . And so far, like a four-year-old air-quality monitoring program in Beijing and one in Guangzhou , the U.S. s Shanghai reading of the situation is worse than whatis reported by local authorities.
In an online statement that also links to updates of the air quality report, theconsulate explained its reasoning and methodology: The consulate reports provide a reading on particulate matter sizedless than 2.5 micrometers in diameter, plus a formula developed bythe U.S. Environmental Protection Agency that converts thosefigures on fine, PM 2.5, into an air quality index. A readingof 50 or fewer on the index suggests air is good, with relativelylow levels of fine matter. The consulate said the information isprovided for the American community living in the east coast city,though if the embassy s experience with its own monitoring station in Beijing is any indicator, themeasurements are likely to attract attention from Chinese residentsas well. Good air hasn t yet been detected since the reporting began inShanghai on May 12.
Late at night over the weekend, moderate levels of air particulate were recorded. But the reading has moreoften trended toward unhealthy and the slightly less-baddesignation of unhealthy for sensitive groups. Officials of Shanghai s Environmental Protection Bureau couldn tbe reached for comment. Through domestic media and privately, according to a WikiLeaks cable , Chinese authorities have complained about the Beijing monitoringstation.
Speaking about the new Shanghai station, Wang Qian, a forecaster ofthe Shanghai Environmental Monitoring Center told theEnglish-language Shanghai Daily that China s acceptable daily limit for PM 2.5 is 75 microgramsper cubic meter, compared with about 25 in the U.S. That means whenthe official data of Shanghai's air-monitoring watchdog showsthe city's air condition is "good," the U.S.standard might show "unhealthy," the newspaper said. Shanghai has plans to adopt the 2.5 PM measure but, according tothe newspaper, the city mainly uses the larger PM10 measurementnow. The official PM10-based Shanghai reading is here in Chinese, and it has been good. Anecdotal evidence suggests manyof the Shanghai monitoring units are located in parks, more oftenadjacent to trees than highways.
The consulate s sole monitoring station is likewise in a cleanspot. It is located inside the leafy consulate compound, apark-like setting smack in the middle of the city s residentialformer French Concession and a long distance from the factoriesthat have made Shanghai and the surrounding Yangtze Delta one ofthe busiest manufacturing zones in the world. The good news for Shanghai residents: The air is worseelsewhere, namely in Beijing. No surprise there, as Beijing, a cityfar from the coast and subject to seasonal sand blasts from theGobi Desert, is where the Embassy famously once designated the airas crazy bad.
The average PM2.5 concentration was roughly twice as bad in Beijingas it was in Shanghai over the first four periods during which theShanghai consulate provided average readings. Between noon Sundayand midday Monday, Shanghai had average PM2.5 readings of 39micrograms per cubic meter and an index of 107, which put it atunhealthy for sensitive groups. Beijing was plain unhealthy duringthat same period, averaging 77.3 micrograms per cubic meter and 158on the index. – James T. Areddy.
