"I don't have a bill to hand to Congress," LaHood said. "I'll leaveit up to them. I'd be for a national ban, yeah." He declined to saywhether such a ban should apply to both handheld and hands-freedevices, arguing that research on the relative safety ofvoice-activated technology is incomplete. LaHood's "Blueprint for Ending Distracted Driving" also challengesautomakers to adopt guidelines for technology to reduce thedistraction on devices built or brought into vehicles.
It also asksdriver education professionals to incorporate new curriculummaterials to educate novices about driver distraction and itsconsequences. Aaron Deveau of Haverhill wassentenced for the February 2011 crash that took the life of DonaldBowley Jr., 55, and seriously injured Bowley's girlfriend. LaHood's plan expands a pilot program by the National Highway Traffic Safety Administration that has succeeded in Syracuse, N.Y., and Hartford, Conn., to twonew states.
California and Delaware will receive $2.4 million in federal grantsto test the effectiveness of police crackdowns and high-profilepublic education campaigns in reducing distracted driving. Theefforts last year spurred a 72% drop in texting while driving inHartford and a 32% decrease in Syracuse, LaHood said. "Last year, Syracuse and Hartford demonstrated the effectivenessof different techniques for enforcing state handheld cellphonebans," said Barbara Harsha, executive director of the Governors Highway Safety Association . "We are anxious to see whether these techniques can successfullybe applied on a statewide basis." Distracted driving has been the highest-profile crusade of LaHood'sadministration.
He noted that only 18 states hadtexting-while-driving bans and seven had handheld cellphone bans3 years ago; now, 39 states and the District of Columbia prohibit texting while driving, and 10 states and D.C. ban all handheld cellphone use behind the wheel. "We know we have much more work to do," LaHood said. "One of every10 highway fatalities is caused by distracted driving.
