Painting a cement fountain will bring life back to a dull structure. You can decorate the fountain with a stenciled pattern around the border, or place one large design in the center. You can also paint blocks of color to simulate a mosaic design on the fountain. No matter how you choose to decorate your fountain, make sure that you follow a few simple steps before you add the paint. As with any painting application, surface prep is the key to a lasting finish. Instructions as follows: Firstly, clean the surface of the cement fountain with cleaner that's specially designed to remove grease, dirt and grime from concrete. Your local home improvement store will have concrete cleaners available. Secondly, fill any nicks, blemishes or crevices in the cement fountain with cement filler. Follow the instructions on the cement filler regarding application and dry times. Thirdly, apply a concrete sealer that's compatible with latex paint. Read the labels of the various brands to determine which one will work best for you. Cement is porous; if you do not seal it properly, it will absorb the primer and the paint. Allow the sealer to dry according to the manufacturer's instructions. Fourthly, apply a coat of exterior latex primer over the surface of the cement fountain. Let the primer dry. Apply a base coat of latex paint over the surface of the fountain. Let the paint dry. Fifthly, tape a stencil to the top edge of the fountain with painter's tape. If you are painting a fountain other than a wall fountain, you can decorate the rim or the base of the cement structure with a stenciled design. Sixthly, pour a small amount of acrylic paint onto a paper plate. Dip your stencil brush into the paint and dab the brush against the plate to remove most of the paint. If the paint on your stencil brush is too thick, it will likely run and ruin the design. Seventhly, swirl the stencil brush over the stencil cutout, working from the outside in. Finish painting the stencil and then remove the tape and the stencil from the fountain. Continue to stencil your pattern around the perimeter of the fountain to make a border. Make sure that you clean the excess paint from the plastic stencil each time before you tape it to the fountain again. Eighthly, apply a coat of exterior polyurethane over the painted cement fountain after the paint dries. Let the polyurethane dry before you turn on the water. Tips & Warnings You should only paint cement that's been poured for over 28 days. Fresh concrete is still curing during the first month and paint will not adhere well to the surface.
