If the paper resists, you could even consider using a scraper. If there are any portions that you miss while peeling off the paper, you could always reapply the solution, wait and peel it off. One last thing that you should remember while removing your wallpaper with fabric softener is to turn off the electricity to the room. You will be using liquids to remove the paper and would not like to get electrocuted just because you were trying to remove wallpaper quickly.
